Does Canada’s Atlantic Immigration Program require CLB 4 or CLB 5?

The language threshold for the Atlantic Immigration Program depends on the TEER category of the job offer. A TEER 0, 1, 2 or 3 offer requires level 5, while a TEER 4 offer requires level 4. Use CLB for English or NCLC for French. You must meet the threshold in listening, speaking, reading and writing. The test results must be less than two years old when you apply for permanent residence.

Start with the occupation in your job offer

Ask the employer to confirm the duties and the NOC 2021 code for the role being offered. Use its TEER category to identify your AIP language threshold. If you already have test results from preparing for another immigration route, check them against this offer. If the employer changes the role, confirm the classification and reassess your scores before filing.

Check the test version and convert each score

For English, IRCC specifies IELTS General Training and PTE Core among its accepted tests. Confirm the test version before booking. If you already have a score report, use IRCC’s conversion table for that test and record the benchmark beside each of the four scores.

For example, IELTS General Training scores at CLB 5 are at least 5.0 in listening, 5.0 in speaking, 4.0 in reading and 5.0 in writing. If your offer is TEER 2 and your scores are 6.0 in listening, 5.5 in speaking, 5.0 in reading and 4.5 in writing, the writing score falls short. Check each ability even if the overall band looks high enough.

Recheck the test date while waiting for endorsement

Put the score report date, endorsement status and intended filing date on the same timeline. The results must be less than two years old when you apply. If they are approaching two years while the endorsement is pending, check the availability of another test, the time needed for results and how you will update the application documents. Before filing, verify the name, test version, scores and date on the report. Include a copy with the application.
