Malta Citizenship Policy: Former Investment Framework Repealed

This former investor citizenship URL explains policy status, misconceptions about merit and records to check in existing matters. Residence is assessed separately; the former fixed-payment passport package is not offered.

Policy status: the former investment framework is repealed

Identify the discontinued framework

Malta’s former investor citizenship framework has been repealed. This historical URL is retained to explain its status and distinguish citizenship from residence. The Court judgment of 29 April 2025 and subsequent changes mean that the former payment, property and residence package must not be sold as the same available product.

Information encountered / How to read it / Next step

Historical contribution and property package

How to read it: Former framework information

Next step: Do not treat it as a current invitation

Citizenship by Merit promotion

How to read it: Not a replacement investment package

Next step: Check the authority’s clarification

Documents from a filed case

How to read it: An individual procedural matter

Next step: Organise authority notices and stage

A plan to live in Malta

How to read it: A separate residence question

Next step: Compare eligibility, rights and duties

Merit is not a renamed package

The authority’s February 2026 clarification states that merit citizenship is not a continuation or alternative to the former investment framework. Decisions are discretionary and individual. The authority also rejects marketing of that legislation. This page does not offer a merit investment package, quotation or success guarantee.

Distinguish new enquiries, existing matters and residence needs

New enquiries: define the intended status

Living in Malta, working elsewhere, education and citizenship are different objectives. Describe the household’s actual needs before investigating an applicable legal basis. An old URL remaining accessible does not show that its former product accepts new applications.

Permanent residence and citizenship require separate assessments. A residence card must not be described as a passport or unrestricted European work permission. Cross-border employment, settlement and tax questions need their own review.

Existing documents: distinguish agent and authority records

Organise application copies, authority receipts, formal notices, payments and engagement documents. Collection by an intermediary, payment of a professional fee and government acceptance are different stages. Identify any individual procedure or deadline from the applicant’s actual records.

Separate immigration procedure from contractual rights when reviewing withdrawal, refunds or transactions. Do not dispose of assets, abandon existing status or stop obligations on the assumption that a general announcement determines the case.

Build an evidence-based case chronology

List intermediary collection, professional payments, formal filing, authority replies and current document expiry separately. For each entry record the date, issuer, document and unresolved question. Mark missing official confirmation as unverified instead of filling the gap with an adviser’s estimated outcome. This gives the household and any subsequent professional a consistent account of the procedural position.

Keep the original purpose and parties clear where a record concerns a company, property or several relatives. A receipt should not be relabelled as an approval. Resolve discrepancies in names, dates or amounts against the original issuing record and any required explanation; do not alter formal documents to make another summary appear consistent.

Payments and records: historical packages are not current offers

Historical figures are not a current package price

This page does not quote the former fixed contribution, property and residence conditions as a current offer. For previous payments, identify the payee and purpose before determining what follow-up is needed.

Record category / What to retain / What cannot be assumed

Government payments

What to retain: Receipts, purpose and formal notices

What cannot be assumed: A guaranteed refund or transfer to a new route

Professional engagement

What to retain: Agreement, work delivered and milestones

What cannot be assumed: Government acceptance of the case

Property or other transaction

What to retain: Contracts, obligations and deadlines

What cannot be assumed: Acquisition of nationality

Household and existing status

What to retain: Individual documents, expiry and needs

What cannot be assumed: One outcome for every relative

Rebuild the budget for a different route

A separate residence direction needs a new assessment of government, professional, document, housing, healthcare, education and ongoing costs. Its eligibility and price do not inherit the former package. Confirm written scope and third-party responsibilities before a new commitment.

Separate file handover from a new professional engagement

Changing adviser, organising a case file and receiving an authority decision are different events. Establish which records can be obtained, who retains originals, who may communicate for the applicant and the precise scope of any new engagement. Receiving a folder does not establish that a case may continue or transfer all obligations under an earlier agreement to a new provider.

Before sharing records with another professional, agree the purpose, necessary scope and collection method. An initial enquiry can use a summary without document numbers. Where an individual matter requires original case evidence, arrange its appropriate delivery rather than placing government references, passports or payment records in public comments or an ordinary website enquiry field.

Next steps: organise status and formal evidence

Seven steps to organise the position

These are record-review steps, not a new application process for the repealed framework. Confirm the provider, qualifications and scope for any legal representation or other professional work.

  1. Define the objective

Separate citizenship, residence, work and household needs.

  2. Date the information

Distinguish former rules, current notices and case records.

  3. Establish formal filing

Separate intermediary collection from authority receipt.

  4. List individual status

Record current permissions, expiry and household arrangements.

  5. Separate payments and agreements

Identify government, professional and transaction obligations.

  6. Confirm with the appropriate body

Use the individual records with the authority or suitable representative.

  7. Decide next steps afterwards

Understand the position before relocation or a new engagement.

Use a summary for an initial enquiry

Describe nationality, residence, household needs and whether a formal application was filed. Do not provide passports, bank records, government reference numbers or confidential case originals through the initial website form. Agree the purpose and collection channel first.

Questions about Maltese citizenship policy

Questions about Maltese citizenship policy

Is the former investor citizenship framework open to new applications?

No. The former framework has been repealed. Historical fixed-payment, property and residence packages must not be presented as a currently available product. This URL is retained to explain the change.

Can someone still obtain a passport by paying the old amounts?

Do not infer a current route from historical contribution or property figures. Available funds, an asset purchase or an old brochure do not establish an open fixed-price citizenship application.

Is Citizenship by Merit a renamed investment programme?

No. The authority expressly clarified in February 2026 that it is not a continuation or alternative to the former investor citizenship framework. Renaming the old package is misleading.

Can merit eligibility or a place be purchased?

It should not be presented as a product that can be bought or reserved. Decisions are discretionary and individual; fixed prices, approval rates and delivery dates must not be promised.

Does PremierVisa market merit citizenship on this page?

This is a policy-status explanation, not a merit citizenship sales page. An existing formal matter should be checked against the individual documents with the authority or an appropriate legal representative.

Is permanent residence the same as citizenship?

No. Permanent residence has separate eligibility, permission and continuing requirements. The word permanent does not make it a Maltese passport or EU citizenship.

What if the objective is to live in Malta?

Describe residence, work, household and timing needs, then examine a genuinely applicable residence route. Unconfirmed citizenship eligibility should not be the premise for a lease, school commitment or resignation.

Does a Maltese residence card provide work rights throughout the EU?

Do not treat residence permission as unrestricted European work rights. Working or settling in another country requires a destination-specific review; residence and citizenship rights are different.

Are all previously submitted cases automatically cancelled?

A general announcement does not determine every individual matter. Establish formal filing, authority receipt, current stage and notices addressed to the applicant before identifying any available procedure.

Is an agent receiving documents the same as government receipt?

No. Separate document collection, professional payment, formal submission, authority acceptance and decision. Retain original evidence for each stage.

Can refunds of previous payments be guaranteed?

No. Identify government charges, professional fees, contributions and asset transactions separately. Check the payee, agreement and applicable official treatment rather than relying on a general website statement.

Should existing obligations simply be stopped?

Do not assume that. Review current status, expiry, agreements and formal notices before assessing withdrawal, stopped payments, relocation or termination of a transaction.

Does every family member automatically share the principal’s outcome?

Review each person’s applications, status and documents. Relationship, age, dependency and existing decisions may differ; one applicant’s notice does not establish the entire household’s position.

Why do historical fee tables still appear online?

Retained historical material does not mean a repealed framework has reopened. Check the legal status and applicable date before using any figure as current application information.

Can another scheme guarantee an equivalent passport?

Citizenship, residence and work routes in different countries have different conditions and rights. Reassess the household’s needs instead of selling the original package under another country name.

Could a new nationality affect an existing nationality?

That depends on the person’s current nationality, residence and applicable laws. Acceptance of multiple nationality in one country does not determine whether another nationality can be retained. Obtain suitable legal advice before a consequential decision.

Does a passport or residence card remove tax obligations elsewhere?

A document alone does not determine those obligations. Residence, household, employment and business facts require a separate assessment by an appropriate tax professional.

Which originals are needed for an initial enquiry?

Start with a summary of nationality, residence, objective and whether a formal application exists. Do not send passports, bank records, authority reference numbers or confidential case originals through the initial website form.
