Quebec PGP Undertaking: 2026 Intake Dates, Cap and Documents
A family living in Quebec that has been found eligible by IRCC to sponsor a parent or grandparent through the Parents and Grandparents Program (PGP) must also complete Quebec’s undertaking process. This is a provincial step after the federal sponsorship stage. It is not a new federal interest-to-sponsor form, and it does not mean the parent has been approved for permanent residence. Quebec uses a staged intake schedule and a category cap, so check the IRCC eligibility-letter date, the permitted mailing date, and whether the category is still accepting applications.
Next scheduled date: 1 November 2026
As of 21 October 2026, Quebec’s schedule says applications may be submitted from 1 November 2026 if the IRCC sponsor eligibility letter is dated on or before 30 June 2025. The relevant date is the date on the IRCC eligibility letter—not the parent’s birth date, an older interest form, or the date the family started preparing documents. If the letter is later than the cutoff, do not mail early; later dates are released in stages.
The published schedule lists later stages, including 1 January 2027 for letters dated on or before 31 August 2025 and 1 March 2027 for letters dated on or before 31 October 2025, followed by further dates. Check the current schedule and forms before acting. Applications mailed before their permitted date are inadmissible and returned; the courier dispatch date does not make an early application eligible.
A 2,400-application cap for the parent/grandparent category
Quebec’s family-undertaking intake runs from 2 July 2026 to 30 June 2028 and allows up to 2,400 applications in the category covering parents, grandparents and certain other relatives listed by the province. If the cap is reached before the intake period ends, later applications in that category are returned without processing and no fee is charged. The page does not provide a live remaining-capacity count in the information checked for this article, so 1 November should not be treated as a guarantee that places remain. Recheck Quebec’s current notice before mailing.
The federal PGP pause is a separate issue
On 15 July 2026, IRCC announced a pause on new PGP interest-to-sponsor forms and invitations while existing applications continue to be processed. Quebec’s schedule concerns a provincial undertaking application from someone who already has an IRCC sponsor-eligibility letter. It does not reopen federal PGP intake. A family without an IRCC invitation or eligibility letter cannot start the sponsorship by mailing Quebec forms alone.
Documents Quebec asks you to mail
Quebec requires a complete application in a single envelope. The package generally includes a copy of IRCC’s letter inviting the sponsor to continue with Quebec, the undertaking form, the sponsored person’s family-class selection application, the financial-capacity assessment where applicable, supporting documents listed in the forms, and the correct fee. A sponsor who has separated or divorced, or has children from a previous union, may also need the authorization form for collection and communication of personal information. Quebec’s provincial PDF forms are in French; download the current versions from the official page.
Quebec’s 2026 processing fee
The Quebec page lists a fee effective 1 January 2026 of CAD $335 for one person sponsored, plus CAD $135 for each additional person. For example, sponsoring three people costs CAD $605. This is the provincial undertaking-review fee; it does not include federal application fees, translation, or professional-service costs. Payment must be in Canadian funds and use an accepted method. An incorrect amount or failed payment can result in the whole application being returned. Recheck the official fee page before paying.
Five checks before mailing
First, confirm the IRCC eligibility-letter date matches the current intake stage. Second, confirm Quebec has not reached the 2,400-application cap for the category. Third, use current forms and sign each required section. Fourth, calculate the full fee for the number of sponsored people and use an accepted payment method. Fifth, put the eligibility letter, forms, and supporting documents together in one envelope and send it to the official address. Quebec’s acceptance of the undertaking does not guarantee IRCC will grant permanent residence.
