Québec Family Sponsorship Caps Reached: Which Applications Are Exempt Through June 2028?
Both general family-undertaking caps are now reached
As checked on 22 October 2026, Québec’s official immigration-rules page says the maximum has been reached for both the spouse, common-law or conjugal-partner category and the parent, grandparent or other-relative category. A date on an IRCC letter that matched a scheduled intake window does not, by itself, mean Québec can still accept a new application in either capped category. Check the current government status immediately before taking action.
Some defined applications remain exempt
Québec states that certain applications are not subject to the cap or the usual intake schedule and may be submitted at any time through 30 June 2028, inclusive. The listed exemptions include a sponsor’s dependent child under 22, or an adult child who remains dependent because of a physical or mental condition; a minor child the sponsor wishes to adopt; and a qualifying orphaned minor sibling, niece, nephew, granddaughter or grandson. A dependent child of a sponsored person already covered by an undertaking and awaiting admission may also be exempt when added under the rules.
The relationship and status details matter
An exemption is not available just because the person is described as a child or relative. Québec sets relationship, age, dependency and marital-status conditions. Some of the listed people must be unmarried and not in a common-law relationship. Confirm whether the person is the principal sponsored family member or a dependant being added to an existing case. Use Québec’s exact category definitions and current forms.
Do not rely on an old IRCC date alone
For ordinary cases, the IRCC eligibility letter or a narrowly defined in-Canada spouse-class acknowledgement is used to determine the scheduled filing stage. That document does not override a category cap that has already been reached. If you believe an exemption applies, prepare evidence of the relevant relationship, age, dependency or existing undertaking, and follow the matching Québec submission instructions. Do not treat a representative’s email or an ordinary account-status screenshot as proof of exemption.
Checks before mailing
First read Québec’s current rules-and-procedures status page. Then match the family member to the exact exemption wording and identify whether the application is a new undertaking or an addition to a case already awaiting admission. Download the current forms for that category, verify the required supporting records and payment, and check again for a new notice before mailing. A prior intake calendar or an article screenshot is not a current acceptance confirmation.
Québec’s undertaking and permanent residence are separate decisions
The undertaking is Québec’s provincial step. IRCC continues to assess the federal family-class and permanent-residence requirements and makes the final decision on admission. A Québec receipt or accepted undertaking does not itself grant permanent resident status, and a Québec Selection Certificate is not a substitute for IRCC’s final decision.
