Canada PAL and TAL Requirements: Public Master’s Exemptions, Transfers and Reapplications

A Canadian acceptance letter does not settle whether a study permit application needs a provincial or territorial attestation letter. Check the actual institution, credential and application circumstances. From January 1, 2026, qualifying degree-granting master's and doctoral programs at public DLIs have a listed exemption, but that should not be expanded to every postgraduate course.

Understand the documents' different purposes

A letter of acceptance records admission by the institution. A PAL or TAL addresses the applicable provincial or territorial allocation requirement. A study permit is the federal immigration authorization. Receiving or paying for one step does not mean the remaining requirements are automatically satisfied.

IRCC directs students to contact the intended DLI about obtaining the attestation. Follow the institution's genuine process and check its payment and refund terms. A recruitment agency's receipt, a tuition deposit confirmation or an informal promise of a place should not be represented as the issued government-related attestation itself.

Check the public master's or doctoral exception precisely

The current exception concerns degree-granting master's or doctoral study at a public DLI. Confirm both the institution's status and the formal qualification. A private institution cannot be treated as public because its name sounds familiar, and a graduate certificate does not become a master's degree because prior university study is required for entry.

Keep evidence supporting the exception with the application. IRCC assesses whether it applies to the actual course and circumstances. An online eligibility answer or a school sales description is not the final immigration decision. Exemption from a PAL or TAL also does not waive financial, study permit or later PGWP requirements.

Use the correct school and validity period

Review the issued letter's identity details, institution, year and any earlier expiry. The current instructions describe 2026 allocation-year letters as generally valid to December 31, 2026 unless they expire earlier. The relevant validity is at study permit submission, not simply at the date a student hopes to begin classes.

If a plan changes near year end, ask the institution whether a new letter is required. Do not assume that a 2026 letter carries into the next allocation year or that a letter associated with another school can support a different DLI. Avoid modifying the PDF yourself to correct an error; seek an authentic correction from the issuer.

Submit required evidence with the application

Where a PAL or TAL is required, IRCC says to include it with the study permit application. An application to obtain the letter is not the same as having it. Resolve missing evidence and any need to defer the intake before relying on a future document as if it were already issued.

Each family member's study circumstances need separate review. A child's primary or secondary school exception should not be transferred automatically to a parent starting college. Other published exceptions also have specific conditions. Identify the real branch and supporting evidence rather than writing only a general statement that no letter is needed.

Distinguish extensions, changes and repeat applications

An extension at the same DLI and same level of study has a listed attestation exception. A transfer to another school or change in level requires its own assessment, including the current public graduate-degree provisions. Being physically inside Canada is not by itself an exemption covering every application.

For reapplications, the outcome of the earlier submission matters. IRCC distinguishes an application voluntarily withdrawn before a decision or not accepted for processing from one approved or refused. A letter still within its printed validity is therefore not automatically reusable. Restoration of student status also has its own current instructions.

Quebec's CAQ requirements must be checked independently. Prepare the actual acceptance, prior application outcome, permit and any existing attestation before asking what can be reused. A precise document review should establish what is missing and who must issue it, without claiming that an attestation exemption guarantees a study permit, work authorization or future permanent residence.
