Changing a Canadian DLI: New Study Permits, PAL Evidence and When Classes Can Start
A Canadian post-secondary student changing to another designated learning institution generally needs a new study permit through an extension application before starting at the new DLI. Updating a school number in an old account workflow is not a substitute for the current process. Academic acceptance and immigration permission must both be addressed before the move.
Verify the institutions and the actual change
Check the legal institution names, DLI numbers and campuses on the existing and new records. Shared branding, a recruitment partnership or a similar address does not establish that two courses belong to the same DLI. Ask the institutions to clarify who delivers the program and awards the credential.
A program change at the same institution, a move between schools, a joint program and a transition from secondary to post-secondary study can follow different instructions. Use IRCC's branch for the actual circumstances. Do not apply a general post-secondary transfer summary indiscriminately to children or to a new course at the same school.
Apply in the correct sequence
IRCC says to obtain the new study permit by applying to extend the current permit before starting at the new DLI. The new school must also be a DLI. Plan for the immigration step alongside enrolment and any decision to withdraw from the old course.
A student card, paid tuition or an offer of transfer credit does not prove that the government has authorized the new studies. Where timing is difficult, discuss a genuine deferral with the institution rather than starting without a valid basis. Maintaining status while an application is pending should not be treated as cancellation of the specific school-transfer rule.
Explain the change and provide required attestation
The current document instructions include a letter explaining why you are changing schools. Describe the real academic and personal reasons and keep the explanation consistent with the earlier application and present records. There is no need to invent misconduct by the old institution to justify a legitimate change of direction.
IRCC generally requires a new valid provincial or territorial attestation letter for a school change unless an exception applies. Obtain the required PAL or TAL before submission. A current exception for a qualifying public-DLI master's or doctoral degree should be checked against the actual institution and credential; a postgraduate diploma is not automatically the same qualification.
Pending-application attendance is a limited exception
IRCC lists circumstances in which classes at the new DLI may begin before the extension decision. The student must meet all the conditions, including not having left Canada since receiving the new acceptance and continuing to meet the previous permit conditions. Before completion, the former institution must have closed, discontinued the program, been suspended or lost designated status as described in the guidance.
Personal dissatisfaction, a cheaper course or a preferred employer does not by itself establish that exception. Keep genuine institutional notices and the student's own records where the exception is relevant. If the conditions are not met, plan for the ordinary requirement to receive the appropriate permit before beginning.
Check work, overseas changes and Quebec separately
A period between schools is not automatically an unrestricted work break. Review current student work instructions using the actual enrolment and study circumstances. Work commitments should not be arranged solely around an assumption that an extension receipt permits every activity.
Outside Canada, the procedure differs depending on whether the original study permit application remains pending or has already been approved. IRCC requires a new application and fees where an approved applicant abroad changes schools. Quebec also has separate CAQ considerations. Use the precise branch instead of relying on a friend's transfer experience.
Before committing, compare refund terms, the new intake, permit expiry and the new course's PGWP implications. Keep copies of the actual submissions and confirmations. A well-organized transfer can preserve the evidence of lawful decisions, but neither a school's acceptance nor a consultant's timetable can guarantee the government's outcome.
