PGWP Shortened by Passport Expiry: Preparing a Paper Extension With a New Passport
A new passport does not automatically extend a Canadian post-graduation work permit. First establish whether the original PGWP was shortened because the passport expired before the full period for which you were eligible. That situation is different from having completed a program that supported a shorter permit, or having already used the entire eligible period.
Read the original permit before choosing an application
Retain the complete PGWP, including its remarks, the original approval and the old passport identity page. IRCC says a passport-related shortening should be noted on the initial permit. Matching expiry dates can be an important clue, but should not replace a review of the decision and original eligibility. If the note is absent or unclear, seek clarification using the actual records rather than adding an explanation to a scanned government document.
Review the qualification and study history that supported the original application. Three years is not the standard outcome for every graduate. A postgraduate diploma and a master's degree are different credentials, and a later passport renewal does not change the credential you completed. Establish the remaining eligible period before asking how long an extension might be issued for.
Connect the old and new identity documents
Prepare the new passport alongside the old passport and relevant immigration records. If names or other identity details changed, preserve the genuine documents explaining the connection. Do not discard the earlier history simply because the old travel document has been cancelled. Allow time for the issuing authority's process; an appointment to renew a passport is not the same as receiving a usable new document.
An extension concerns the remaining eligibility affected by the earlier passport expiry. It does not start another three-year PGWP from the date the new passport is issued. Completing another course likewise should not be treated as a way to reset an already-used PGWP opportunity. Any other work permit route requires its own eligibility assessment.
Use the current paper application instructions
IRCC's current PGWP instructions require a paper application to extend the permit or change its conditions. Do not substitute a general online work permit route merely because the account lets you open an application. Obtain the current forms, checklist, payment instructions and mailing information for the actual application; an old forum address is not a reliable filing instruction.
Explain when the original permit was issued, how the records establish the passport-related shortening and what is now being requested. Keep a full signed copy, official payment evidence and trackable mailing information. A courier delivery record documents delivery, not approval. Separate government charges, postage, translation and any professional service fee in the budget.
Check the specific language-evidence exception
IRCC states that proof of language ability is not required when extending a PGWP because the passport expired before the end of the full eligible validity period. This is a specific exception. It should not be extended to a first PGWP application or a different permit simply because the applicant has recently renewed a passport.
Resolve the actual shortening reason before paying for a test that may not be required for this application. Existing language results may still be relevant to another immigration plan, but that is a separate purpose. The application checklist and the applicant's circumstances should determine the evidence submitted.
Manage work and travel independently
Whether work can continue while an extension is pending depends on the applicable conditions, including a qualifying application made before the current permit expires. Preparing an envelope does not establish continued work authorization. Someone whose permit has already expired needs a separate review of status and work rights.
IRCC explains that paper applicants do not receive the automatic WP-EXT letter used for qualifying online applications. Where the person meets the conditions, the original permit, application copy, fee evidence and mailing record can help explain the position to an employer. Do not manufacture an official-looking replacement letter.
Travel introduces further questions about return documents and permission to resume work. A work permit is not a travel document, and the passport extension receipt does not guarantee re-entry. Before travelling, review the actual filing, current location, visa or eTA requirements and work conditions. On approval, read the new permit carefully and update relevant records through their own procedures. Family members' documents do not extend automatically with the principal applicant's permit.
