PGWP Language Tests: CLB 7, CLB 5 and Choosing the Correct Test Version
The language evidence accepted by a Canadian school for admission is not automatically acceptable for a post-graduation work permit. For current applications, identify your formal credential category, the required benchmark and an accepted test version before booking. An overall score does not compensate for a skill below the required level.
Match the requirement to the completed credential
IRCC generally requires CLB 7 in English or NCLC 7 in French in all four skills for bachelor's, master's and doctoral graduates, and for other university programs. College, polytechnic and other non-university programs generally require CLB 5 or NCLC 5 in all four. The actual program category matters, rather than a translated school name.
The language requirement applies to PGWP applications from November 1, 2024, with the published exception for eligible flight school graduates. An earlier study permit application is not by itself a general exemption from current PGWP language evidence. Keep this separate from field-of-study exemptions, which use different conditions and dates.
Book the immigration test version
IRCC's accepted English result tables cover CELPIP General, IELTS General Training and PTE Core. Do not book IELTS Academic or PTE Academic on the assumption that the shared brand makes the results interchangeable. Check the exact test name on the booking confirmation before paying and again on the issued result.
For French, use the applicable TEF Canada or TCF Canada results and the official NCLC conversion. General language ability or a school assessment does not establish a benchmark. Select the language in which you can supply an accepted, valid result and check the relevant instructions, rather than relying on an informal statement that bilingual students need no evidence.
Read every component against the official table
For IELTS General Training, CLB 7 corresponds to 6.0 in each of listening, reading, writing and speaking. CLB 5 uses reading 4.0 and 5.0 in writing, listening and speaking. An overall IELTS band can therefore conceal a component that does not meet the relevant benchmark.
The PTE Core and French tables use their own component ranges. Do not transfer an IELTS conversion or a single rounded average to those tests. Open IRCC's table, identify the right test and date where relevant, and compare the issued results skill by skill. Keep a copy of the actual report used for the application.
Fit testing into the graduation timetable
Plan the test, result release and a realistic possibility of retesting before the PGWP submission deadline. Results need to meet IRCC's current validity and submission requirements; review the document instructions when applying. A booking confirmation is not the same as a result already issued. Waiting until the final week can leave no time to correct a wrong version or missing component.
Compare the test record with the passport and application identity. Where there is a genuine name change or passport renewal, retain supporting records instead of altering the result. If a disability prevents completion of parts of testing, use the official special procedure applicable to that situation rather than inventing substitute scores.
Keep combined programs and other conditions visible
If two programs are being combined for permit length and one has a higher language requirement, IRCC requires the higher level. Meeting the lower standard for the final course does not establish the combined entitlement. Identify the formal credentials and each applicable requirement before deciding what result is sufficient.
Finally, a passing language result answers only one part of PGWP eligibility. The institution and program, study history, application timing and any field-of-study rule still require assessment. Prepare an evidence checklist that separates these issues. A school offer, a test score and a completed work permit application should each be described accurately, without presenting any one as a government assurance of issuance.
