Canada PGP Co-Signer: Can a Spouse’s Income Help Sponsor Parents?

A spouse or common-law partner may co-sign a Canada Parents and Grandparents Program (PGP) application so the sponsor can combine their incomes. Co-signing is more than adding another tax return: the co-signer must meet the sponsor requirements and agree to share the long-term financial undertaking.

Who can co-sign a PGP application?

IRCC allows the sponsor’s spouse or common-law partner to co-sign. A sibling, parent, friend, or business partner cannot become a PGP co-signer simply because they are willing to contribute money. A common-law partner must provide the relationship evidence required by IRCC.

The co-signer must qualify and accept the responsibility

A co-signer must meet the same eligibility requirements as the sponsor and agree to provide for the sponsored family members’ basic needs during the undertaking period. IRCC says the sponsor and co-signer are equally liable if these obligations are not performed. Do not use a spouse’s income in an estimate without first checking their eligibility and confirming that they understand the commitment.

Income and family size are assessed year by year

PGP applicants generally have to meet the income requirement for each of the three taxation years before the application. If a spouse or common-law partner co-signs, IRCC includes that co-signer in the family size for all three years, regardless of when the couple married or became common-law partners. A spouse or partner who does not co-sign may be counted differently for years before the relationship began.

Family size is not simply the number of people living in the home today. It may include the sponsor, spouse or partner, dependent children, the parents being sponsored, and people covered by previous undertakings that are still in effect. IRCC’s income table is tied to a specific intake year; do not treat an older table as the threshold for a future intake. Quebec residents must check the separate provincial income requirements.

Can a co-signer use the sponsor’s invitation for in-laws?

No. An invitation cannot be transferred to a spouse. IRCC says that if a family wants to sponsor a spouse’s or partner’s parents, that spouse or partner must first receive their own invitation as a potential sponsor. The original invitee may co-sign that application, but cannot transfer their invitation.

The 2026 intake pause

As of 21 October 2026, IRCC has paused new PGP interest-to-sponsor forms and invitations until further notice, while it continues processing existing applications. This article explains co-signer rules for people with an existing invitation and for a future reopening; it does not mean a new PGP application can be submitted now. The income figures currently displayed for the 2025 intake are specific to that year and are not a current threshold for a new intake.

A practical check before signing

Confirm that the principal sponsor has a valid invitation. Check that the co-signer is a spouse or common-law partner and meets the eligibility rules. Then calculate family size separately for each relevant tax year, gather both people’s income evidence, and make sure both understand their shared liability. Quebec residence, changes in marital status, and earlier sponsorship undertakings can affect the calculation and should be checked against current IRCC instructions.

Information checked on 21 October 2026. Intake status, income requirements, and forms can change; confirm current IRCC instructions before signing or submitting documents. This is general information, not a determination of an individual family’s eligibility.
