Outside Canada With an Expired PR Card: Preparing a PRTD for the Return Journey
A Canadian permanent resident outside Canada without a valid PR card generally needs a permanent resident travel document, or PRTD, to return by a commercial carrier. An expired card does not itself end PR status, but the document needed to board the journey is a separate matter. Check that problem before relying on an old landing document or booking a fixed return date.
Establish what happened to the card
Record whether the card expired, was lost or stolen, became damaged, or had not arrived before departure. These circumstances may require different explanations and supporting records. Keep any relevant report or correspondence, together with your genuine status documents and current passport.
Do not describe the application as a new grant of permanent residence. IRCC assesses whether the applicant remains a permanent resident and meets the applicable residency requirements. If there has already been an adverse decision, removal process or unresolved residency issue, provide those documents for individual advice rather than treating the case as a missing-card replacement alone.
Build the application from the current checklist
Guide 5529 directs applicants to the document checklist and the online Permanent Residence Portal. The guide requires readable passport evidence covering the relevant period and evidence of the residency obligation. Prepare a travel timeline first so missing old passports and unexplained gaps are visible before the upload stage.
For each record, identify its purpose: identity, PR status, travel history, residence in Canada or a particular basis for counting time abroad. A Canadian address on a bank statement is not the same thing as evidence of physical presence on every date. Explain what the document genuinely establishes rather than assigning it more weight than it can bear.
Country-specific requirements also need attention. The current guide has additional instructions for an applicant applying from China with a Chinese passport. Check the actual application location and passport instead of assuming all English-reading applicants use the same document list. Each family member's facts and required application material should be reviewed separately.
Budget for the application and the document stage
The current PRTD page lists a government fee of CAD50. This is separate from professional assistance, translations, passport handling and other expenses that may arise. Keep the official payment receipt with the submitted version and confirm that the application itself was sent; paying a fee does not complete submission.
If approved, IRCC sends instructions about how and where to submit the valid passport or travel document for the PRTD. The approval email is therefore not the final physical travel document. Check the actual instructions before sending an original passport, and plan for the period when it may not be available for other journeys.
Read the issued validity instead of assuming unlimited travel
IRCC describes a PRTD as normally for one entry. Guide 5529 also allows a qualifying applicant to request consideration of multiple entry with an explanation of the circumstances. Multiple entry is not automatic, and the guide says its validity cannot extend beyond the passport expiry date.
For planning purposes, use the entries and validity actually issued. Do not turn a request for multiple entry into a promise that it will be granted. Once back in Canada, deal with the PR card process and future travel documents separately rather than assuming the PRTD replaces the card indefinitely.
Keep the itinerary flexible until the necessary steps are complete
The current public page says PRTD applications are processed on a priority basis, while processing time still varies. This does not guarantee completion before a particular flight. A family emergency, employer deadline or ticket should be explained truthfully where relevant, without presenting a paid booking as a promise of faster issuance.
Monitor the official account and messages, answer document requests through the instructed channel and update genuine contact changes. If refused, retain the complete decision and its dates for prompt individual advice. The useful initial information is your location, actual status history, card problem, passport availability, travel dates and potential residency concerns.
