Malta Citizenship: Why Old Investment Packages Need Reassessment
Updated: 6 days ago
Old Malta investment-citizenship packages should not be used as a current application plan. Malta's government announced amendments to its Citizenship Act in July 2025 and the discontinuation of the MEIN framework. Its citizenship-by-merit approach is distinct from purchasing a standard investment package. An advertisement built around former contribution amounts and waiting periods may therefore describe a discontinued route.
What this changes for an enquiry
Begin by asking whether the offer concerns citizenship, residence or an existing historical application. Request the precise legal basis and responsible government process. Do not transfer funds on the assumption that the previous investment structure remains available. An agency's old article or quotation does not override a government change. Existing cases require their own review and should not be used to infer eligibility for a new applicant.
Merit requires an individual assessment
A merit-based citizenship discussion should focus on the applicant's record, proposed contribution and the applicable assessment process. It should not be marketed as a renamed guaranteed purchase. Prepare evidence of your achievements and relevant connection or contribution to Malta, then ask an appropriately authorised professional which criteria and procedures apply. An initial discussion is not an approval or confirmation that a particular profile will be accepted.
Residence and citizenship are different objectives
If your priority is living in Malta, assess the relevant residence option separately. Establish permitted activities, family arrangements, continuing obligations and the steps needed to maintain status. A residence permit should not be described as automatically providing citizenship. If the real objective is another European country, consider that country's residence, work and naturalisation rules directly.
Documents and commitments to review
Bring any previous application number, government correspondence, service agreement and payment records to the consultation. For a new enquiry, prepare your citizenship history, family details, intended place of residence and reasons for seeking Malta specifically. Ask for a written explanation of the proposed work, the stage at which costs arise and what remains uncertain. Seek separate tax or investment advice where needed.
PremierVisa's role
PremierVisa can help clarify the objective and identify matters requiring specialist review. A preliminary assessment should establish whether further work is justified before an applicant makes a financial commitment. Government discretion and programme status must remain clear throughout the advice.
