Second Citizenship Planning: Costs, Family Eligibility and Travel Rights
Updated: 1 day ago
A second citizenship should be compared against the family’s actual purpose, complete cost and legal position. A low advertised contribution or a long visa-free list is not enough to decide. Establish which route is currently available, who qualifies, what each payment buys and whether the resulting nationality supports the travel, residence or business objective you have in mind.
Start with the right outcome
Write down the countries where you need to live, work, study or travel and the people who need those rights. Keep occasional business visits separate from relocation. If the main objective is to move to Australia, obtaining another country’s passport does not itself establish eligibility for an Australian visa. Compare the relevant Australian route directly before adding a separate citizenship application to the budget.
A family seeking another nationality may have different priorities from an entrepreneur seeking permission to operate a business overseas. Ask the adviser to show how the proposed citizenship addresses the stated objective. Where another application remains necessary, identify its conditions, responsible professional and cost before treating it as an included benefit.
Check that the proposed route still exists
Use the current responsible authority’s material, rather than a comparison table carried forward from an earlier year. Confirm the route’s legal name, application status and the nationality or residence restrictions relevant to every applicant. A programme being available to some applicants does not establish that it is available to your household.
Malta is a clear reason to check the underlying framework. The Court of Justice ruled against its 2020 investor-citizenship scheme on 29 April 2025. Community Malta Agency’s notice of 5 February 2026 confirms that the former investment framework was repealed. It also says Citizenship by Merit is not its continuation or replacement programme. An old fixed-price EU passport package should therefore not be presented as a current application option.
Compare the full household cost
Request a dated quotation showing the contribution or qualifying investment, government charges, due diligence, interviews, document preparation and professional fees separately. Identify the currency, qualifying family members, payment milestones and conditions for any refund. Keep travel, insurance, tax advice and ongoing ownership expenses outside the immigration subtotal so they remain visible.
Dominica provides a specific current example. Its official EDF page lists a non-refundable contribution of US$200,000 for the main applicant, or US$250,000 for the main applicant and up to three qualifying dependants. Further fees apply. Those figures are not a complete family quotation, and they do not establish that a particular spouse, child or parent meets the dependency requirements. An old US$100,000 headline is not a suitable basis for a new EDF budget.
Compare routes using the same household composition. A single-person contribution cannot be compared fairly with a family total containing due diligence and document charges. Ask what changes if a child has a birthday during preparation, a parent cannot be included or an additional review is required. Obtain the actual answer rather than adding a guessed contingency to an incomplete price.
Review contribution and property commitments separately
A contribution and a property purchase create different financial exposures. For a proposed property route, identify the currently approved project, contractual price, ownership interest, required holding conditions and all acquisition and exit costs. Have the relevant professionals examine the agreement. An approved project label should not replace commercial due diligence or an assessment of whether the property suits your finances.
Read the payment schedule before paying a reservation or deposit. Establish what is refundable if the citizenship application is refused, delayed or withdrawn, and which party owes that refund. Do not extend one programme’s approval-in-principle process into a universal promise that no money is at risk before approval. Citizenship approval, investment completion and the issue of a passport are separate records.
Build the family and evidence file early
List each person’s nationality, current residence, age, relationship, prior names and existing immigration history. Check whether the proposed route accepts that relationship and what evidence is required. A dependant’s financial reliance, where relevant, needs a real explanation; sharing a surname or paying someone’s bills does not by itself settle every programme’s definition.
Prepare an honest source-of-funds history before choosing a payment deadline. Distinguish salary, dividends, company assets, gifts, inheritance and sale proceeds, then identify the documents connecting the actual owner to the intended transfer. This working record helps locate missing evidence. It is not a substitute for the authority’s checklist, banking checks or an individual eligibility assessment.
Do not assume the process has no personal participation. Dominica’s current application guidance, for example, requires interviews for applicants aged sixteen and over and uses authorised agents rather than direct submissions. Confirm the exact arrangements for the selected route. A service provider should also identify who is authorised to handle the application; an introduction or referral is not the same as holding that authority.
Test travel claims destination by destination
Make a short list of the destinations you actually use, then check their current entry rules for the precise passport and purpose of travel. Visa-free short visits, electronic travel authorisation, transit and permission to work or settle are different questions. A headline count of destinations does not answer them, and future travel rules can change after citizenship has been granted.
For example, the UK’s visitor visa-national list, updated on 29 October 2026, includes Dominica and Vanuatu, subject to the rules’ applicable exceptions. Do not use a general Caribbean or island-passport claim to promise visa-free UK access. Check any exception and the traveller’s existing permissions individually before booking or assigning value to that claimed benefit.
Keep the US business-visa review distinct
If the proposal depends on a US E-2 visa, arrange a separate US assessment of nationality, investment, enterprise and the applicant’s role. Under the relevant US statutory provision, a person who acquired the relevant nationality through financial investment and has not previously been granted E status faces a continuous-domicile requirement of at least three years in that country before the E-visa application. Merely holding a passport for three years does not establish domicile.
This can materially change a plan for someone who intends to continue living elsewhere. Discuss the facts before relying on citizenship expenditure as a route into the United States. E-2 is a nonimmigrant category; neither a citizenship approval nor a business purchase should be presented as a guaranteed US green card.
Obtain a separate tax and banking assessment
Nationality, immigration residence and tax residence need separate examination. OECD guidance warns that citizenship or residence documents obtained through investment can be misused to misrepresent tax residence and that financial institutions must address unreliable self-certifications. Another passport does not provide a general exemption from reporting or ensure that a bank will accept a proposed account arrangement.
Give the tax adviser the actual living, business, ownership and income facts in each relevant jurisdiction. Ask which obligations continue, what evidence a bank may request and what changes would need to be reported. Do not make the immigration purchase depend on an unexamined claim that moving an asset or obtaining a tax number ends all obligations elsewhere.
Decide from a written comparison
A useful comparison records the current route and source date, household eligibility, full cost, funds evidence, required participation, rights obtained and unresolved conditions. Add the consequences if the process takes longer than expected or the family changes its plans. There is no responsible universal fastest, safest or best-value passport without reference to these facts.
For an initial discussion with 卓越移民 Premiervisa Group, provide a brief outline of your nationality, residence, family members, purpose and broad funding source. Detailed identity and financial records can follow through an agreed private process. The next useful step is a route-specific assessment and clear service scope, rather than a payment made to preserve an advertised policy window.
