Portugal Golden Visa Requirements: Current Routes and Property Rules
Portugal's Golden Visa, formally the residence permit for investment activity or ARI, still has qualifying investment routes. Buying a residential property is not a qualifying route for a new application under the present scheme. Compare the current AIMA routes, the actual investment evidence and the family's residence objectives before signing a subscription, donation or business agreement.
Current routes: a comparison of the main thresholds

AIMA currently lists five investment routes. The figures below are the published baseline thresholds; a threshold alone does not establish eligibility. Check all route conditions and any applicable territorial concession with Portuguese counsel before committing funds.
Route | Published baseline | Important distinction |
Job creation | At least 10 jobs | Genuine qualifying employment, not a passive property purchase. |
Scientific research | EUR 500,000 | Qualifying research institutions and activities. |
Arts or cultural heritage | EUR 250,000 | Qualifying supported activities and recipient organisations. |
Non-real-estate collective investment | EUR 500,000 | Portuguese-law vehicle, at least five-year maturity at investment and at least 60% directed to Portuguese-headquartered commercial companies. |
Company capital and jobs | EUR 500,000 plus employment conditions | New-company and existing-company alternatives have specific job-creation or maintenance requirements. |
Why the application is residence, not a passport purchase
ARI concerns Portuguese residence. A fund subscription or another investment does not itself issue a residence permit, and a residence permit is not Portuguese citizenship. Keep the investment transaction, residence application and any later nationality objective as three distinct decisions. Each has its own evidence, costs and outcome.
If a presentation promises a passport on a fixed date, ask which current nationality law, personal requirements and decision process support that promise. Obtain a separate legal review rather than using a future passport expectation as the reason to overlook the investment contract. This guide does not promise a citizenship timetable or a particular future nationality outcome.
Can property still qualify for a new Golden Visa?
The 2023 housing legislation ended new ARI applications under the former real-estate purchase and rehabilitation routes. A current property sale should not be marketed as a new Golden Visa qualification merely because similar property once qualified. Buying a home and establishing an eligible ARI investment are separate matters under the current routes.
Ask a provider proposing “property-linked Golden Visa” exactly which current route and transaction are being relied upon. Have independent counsel examine the structure and underlying activity. A change in the product's label does not establish compliance. Do not assume that placing real estate inside a fund or company automatically restores the former property route.
Existing property-based holders need a different review
A person with an existing property-based application or residence history should not assume the answer for a new investor determines their renewal. The 2023 legislation includes provisions addressing existing positions. Bring the original submission, investment documents, permit and later correspondence to counsel so the relevant transitional or renewal treatment can be identified.
Do not sell or restructure an existing qualifying asset solely because a headline says the property route closed. Equally, do not assume a historic approval guarantees every later step. Identify the actual investment-maintenance and renewal position before changing ownership, financing or the household's application plan. Keep the advice tied to the specific case and stage.
Job creation: examine the operating commitment
A job-creation proposal should be reviewed as a real operating business commitment. Establish who employs the staff, what work is performed, how payroll and records are maintained and who bears ongoing costs. A spreadsheet projecting jobs is not the same evidence as actual qualifying employment. Ask what must be demonstrated for the residence application and later maintenance.
Separate the business forecast from the migration analysis. Revenue, recruitment, management responsibility and closure risks matter even where the investment is proposed primarily for residence. If the plan depends on an operating partner, review the agreement and reporting rights. The family should understand how it will verify the underlying activity rather than relying on a single sales statement.
Research and cultural routes: verify the recipient and purpose
For a research or cultural proposal, examine the recipient's eligibility, the actual activity and the documentation that will evidence the transfer and purpose. Ask who confirms qualification and whether any declaration or approval is needed. A well-known institution, charitable theme or attractive project brochure is not a substitute for the route's complete requirements.
Understand the financial character of the payment. A contribution supporting an activity may not give the same repayment, ownership or exit rights as an investment fund interest. Read the agreement and ask what happens if the project changes or the residence application does not succeed. Do not assume a donation is refundable or describe an unsupported return as guaranteed.
Funds: legal qualification and financial suitability are separate
For the non-real-estate collective-investment route, have the actual vehicle and proposed subscription checked against the applicable rules. Verify the legal identity, governing documents, policy, maturity and evidence arrangements. A fund's marketing statement that it is “Golden Visa eligible” should be examined rather than accepted as an individual application decision.
Review commercial risk separately: portfolio concentration, leverage, valuation, term extensions, liquidity, costs and manager incentives. An immigration-oriented product can still lose money or keep capital committed longer than the family's preferred timetable. Ask who provides independent investment and tax advice. A migration service agreement should not be presented as replacing those distinct professional roles.
Company capital: identify which employment alternative is proposed
AIMA distinguishes establishing a Portuguese-headquartered company with five permanent jobs from capital reinforcement of an existing company with specified job-creation or maintenance alternatives. The existing-company option includes maintaining at least ten jobs, with at least five permanent, as an alternative to creating at least five permanent jobs. The published employment period is at least three years.
Have counsel map the proposed transaction to the actual alternative. Identify the company, capital increase, employment records, control rights and responsibility for compliance. Review the business commercially as well as legally. Buying an interest in a company does not mean every proposed use of its money or every employment arrangement qualifies for ARI.
Family eligibility must be checked person by person
List the proposed spouse or partner, children and any dependent relatives, then ask which family-reunification category each person relies upon. Age, dependency, relationship and study circumstances can matter. Avoid treating “family included” as a complete eligibility conclusion or a promise that one application charge covers the whole household.
Prepare a family document register with identity, relationship and supporting evidence, document dates and translation or authentication tasks. Check the actual current instructions before ordering documents. Where an adult child's circumstances may change during the process, review the implications promptly rather than assuming the family composition is fixed indefinitely by an initial sales quotation.
Investment evidence and personal eligibility both matter
Build two connected files: evidence of the qualifying investment and the personal documents required for residence. A successful transfer does not resolve every identity, character or admissibility question. A complete personal file does not prove the investment qualifies. Assign responsibility for reviewing each part and reconciling the final application.
For money transfers, retain genuine source and transaction records and follow the bank's and professional advisers' requirements. Do not move funds through an unfamiliar intermediary merely to meet a sales deadline. Confirm the recipient and instructions through an established channel. Keep application receipts, investment acknowledgements and actual residence decisions labelled as different records.
Physical presence and renewal need a calendar
The AIMA ARI FAQ describes minimum presence of seven days in the first year and fourteen days in subsequent two-year periods, under the applicable rules. Check the actual permit, period and current instructions with counsel. Do not assume that low physical presence removes the need to maintain the investment, documents or renewal process.
Keep travel evidence and a dated renewal plan for each family member. Allow time for documents and appointments where required. A short-stay plan should still be realistic for the household's work and school commitments. Residence-permit validity, permission for a particular journey and a renewal submission are different matters that should be checked before travel.
Use the current AIMA process
AIMA's current portal information directs ARI renewals through its electronic renewal process from 16 February 2026. Check the current instructions for the actual task instead of relying on an old SEF guide. Initial applications, renewals, data changes and payment enquiries may have different routes. Identify the correct official process before submitting personal records.
Retain the application reference, submitted version, official payment document and confirmations. If a payment document appears incorrect, investigate it through the proper channel rather than assuming another applicant's amount applies. A payment receipt or appointment message is not a residence approval. Keep the household's status report clear about what has actually happened.
Prepare a complete budget before choosing a route
Separate committed capital or contributions from government charges, professional fees, investment expenses and family travel. Ask for later renewal costs and additional work to be shown separately. A lower threshold does not automatically mean a lower total cost or a more suitable arrangement. Compare the actual obligations and rights, including whether capital can be recovered.
For a fund route, read our separate fund due-diligence guide and itemised family-cost chapter. Use current quotations, the applicable official fee category and the family's actual circumstances. Keep any Hong Kong dollar or Taiwan dollar conversion dated; a currency estimate should not be presented as a fixed euro obligation.
Frequently asked route questions
Can an ordinary property purchase replace the fund investment?
Not for a new ARI application under the closed former property routes. A home purchase has its own legal and tax consequences. Do not add its price to an unrelated investment and assume the combination establishes eligibility.
Is the minimum investment the only money I need?
No. Budget for the actual transaction, government charges, professional assistance, documents, travel and later maintenance or renewals. Read the contractual treatment of subscription expenses and other charges rather than assuming they count toward a qualifying investment.
Does a qualifying fund guarantee that I recover the investment?
No. Immigration qualification and financial performance are different questions. Read the investment documents and obtain appropriate independent advice about loss, valuation, liquidity and the period for which capital may remain committed.
Can the entire family use one person's residence card?
No. Identify the eligible family members and their own application and residence records. Family reunification should be checked against the current categories and evidence, including dependency where relevant.
What is the most useful first document?
Prepare a factual household summary and a comparison of the proposed routes, available budget, capital-access needs and unresolved questions. This gives counsel and any financial adviser a common starting point without committing the family to a product before the review.
Questions to resolve before signing
Ask for the proposed legal route, the evidence supporting it, the parties responsible, all material costs and the risks that remain. Establish what happens if the investment changes, a family member cannot qualify or the application takes longer than expected. Read referral and compensation arrangements so recommendations can be understood in context.
A useful initial review should produce a supported next step, not a demand to transfer money before the material questions are answered. If the route, product or family position is unclear, keep it marked unresolved. Do not treat a reservation agreement, fund subscription or service fee payment as proof that Portuguese residence has been approved.
Discuss your next step with PremierVisa Group
For an initial English-language enquiry, tell our Hong Kong team your current location, proposed visa route, family members and the decision you need to make. Identify the proposed investment route, available capital, family relationships and any existing Portuguese residence record. A factual summary helps establish the appropriate scope before detailed records are requested.
Request an initial assessment or call +852 3620 2559. Ask for the responsible professional, written scope and itemised fees before authorising work. Share identity and employment evidence through an agreed private process. An enquiry does not establish eligibility or guarantee a government decision.
