Antigua Citizenship by Real Estate: Eligibility and Costs
Antigua and Barbuda citizenship by real estate requires a qualifying purchase under the programme, an eligible family and the prescribed assessment. The official property route lists a minimum purchase value of USD 300,000. That figure is not a complete cost and does not mean every property advertised at that price qualifies.
The CIU's real estate guidance, checked on 31 October 2026, is the starting reference for the route. Use the actual approval, transaction and family circumstances when finalising the application budget and contract.
Check the property and the applicant separately
Establish the exact approved development or permissible transaction and the legal interest offered. Ask how the proposed purchase satisfies the current programme requirements. A seller's statement that a property is citizenship eligible should be supported by the applicable official basis.
At the same time, prepare the family schedule and eligibility review. A qualifying asset does not establish that every proposed relative qualifies. Relationships, ages, background and the funding history need their own evidence and assessment.
Published or case-specific component | Budget treatment |
Qualifying purchase value | Official minimum USD 300,000; confirm the actual property |
Government processing | Apply the correct single-applicant or family calculation |
Due diligence and other assessment | Calculate for the actual people and circumstances |
Purchase transaction | Obtain property-specific legal and transaction charges |
Continuing ownership | Budget maintenance, management and other applicable liabilities |

Do not transfer an NDF package price to property
The NDF contribution and property investment have different financial characters. The property purchase leaves an interest in an asset, while the contribution does not produce the same ownership rights. A complete comparison separates the qualifying commitment from processing, checks, services and transaction costs.
The CIU fee schedule distinguishes programme and family components. Ask the preparer to identify which route each entry belongs to. A figure that includes a particular charge should not have the same charge added again under another label.
Do not treat the property's possible future sale price as money already recovered. Compare initial cash, non-refundable expenses and ongoing liabilities before considering a range of possible disposal outcomes. An expected return is a commercial assumption, not a citizenship benefit guaranteed by the authority.
Understand the five-year condition and its exception
The official property page describes a restriction on resale until five years after purchase, with an exception involving purchase of another officially approved property. Ask the legal adviser how the current condition applies to the proposed transaction and which documents or approvals are required.
The minimum period is not a promise that a buyer will be available at its end. Review the market for the particular legal interest, continuing management commitments and any contractual restriction beyond the programme rule. A developer's resale illustration does not establish liquidity.
If the household may need to move funds earlier, discuss that constraint before selecting the route. Do not assume that refinancing, transferring shares or selling to a relative avoids an applicable restriction. Obtain advice on the actual proposal instead of improvising an exit after the purchase.
Examine beneficial ownership and the purchasing structure
The official guidance discusses a particular beneficial-ownership structure through a qualifying non-profit company subject to stated conditions. That should not be read as general permission to acquire through any offshore vehicle or nominee arrangement.
If a corporate structure is proposed, ask the lawyer to explain the ownership, control and evidence required for that exact structure. Identify the continuing company responsibilities and costs. A structure that is commercially convenient may not satisfy the citizenship route.
Keep the ownership explanation consistent across the purchase documents, application and funding records. Where several participants have interests in the asset, the family should understand what it controls and what requires the agreement of others.
Make a family-specific application budget
Government processing and assessment charges should be calculated using the actual family schedule. A quotation for two adults and young children cannot be assumed to cover adult dependants, parents or a different family size.
Identify the evidence needed for the selected people and the cost of preparing it. Relevant records may be issued in different jurisdictions and require the prescribed translation or certification. Ask which work is included in the professional engagement and which third-party expenses are additional.
Keep a separate entry for later procedures, documents and any travel or attendance actually required. The investment purchase and subsequent passport arrangements are not the same step. No omitted category should be treated as free merely because the proposal's front page gives one headline amount.
Confirm continuing obligations in writing
Residence or visit, oath, passport and renewal requirements should be checked against current rules for the case. Do not base travel on an old minimum-stay statement without establishing the applicable rule and any transition arrangements.
A family's members can have different practical travel and document needs. Record who must do what and the evidence confirming completion. One person's attendance should not automatically be taken as completing every other person's obligations.
Before accepting an Antigua property proposal
Request the exact approved transaction, property description, complete budget and written professional scope. Have the ownership, payment protection, continuing obligations and disposal terms reviewed from the buyer's perspective.
Ask how delays, non-completion or an application that cannot proceed affect each payment. The answer should distinguish government charges, professional work and the purchase contract. A clear explanation of these different exposures is more useful than a blanket assurance that the investment is safe or that citizenship is guaranteed.
An illustrative Antigua family calculation
Assume an eligible applicant, spouse and two qualifying children aged eight and ten. At the minimum purchase value, the property component is USD 300,000. Using the published processing, due diligence and passport entries, the listed components add USD 20,000 processing, USD 13,500 adult due diligence and USD 1,200 for four passports. Those categories produce a partial subtotal of USD 334,700.
The calculation excludes interview charges, professional services, transaction expenses, document preparation, bank costs and other case-specific amounts. It also assumes the selected property qualifies and the family meets the applicable requirements. A different age or family composition requires a new calculation.
The subtotal should not be compared with an NDF contribution alone. Compare the same official and service categories, then show separately that one route involves an asset purchase. A possible later sale does not make the asset's value a guaranteed refund of immigration costs.
This is an arithmetic illustration, not a company quotation, an offer of a qualifying property or a promise that the asset will retain its purchase value.
What should a property-specific quotation explain?
It should identify the asset, legal interest, programme basis and family assumptions. It should distinguish the acquisition amount from government charges, professional work and third-party expenses. It should also show which ongoing costs arise after completion.
Ask the preparer to explain the effect of any changed assumptions. A revised property, an added relative or a change in transaction structure should produce an updated review and budget rather than an unexplained replacement package price.
Read the ownership documents as a buyer
Establish exactly what the contract transfers. A hotel room, a fractional interest, shares in a company and direct ownership of a residence can carry different rights. Ask who is registered as owner, how the interest is evidenced and which decisions remain with a developer or management company.
Identify the particular unit, share or legal interest in the reservation and final agreement. A photograph of a development cannot establish ownership of a particular asset. The legal description should connect the contract, programme qualification, valuation where relevant and the payment instructions.
Have an appropriately qualified professional review the transaction for the buyer. Programme approval and a developer's sales explanation do not replace that review. Make clear whether the adviser represents the buyer, the seller or another participant, and which questions fall outside the engagement.
Separate project approval from applicant approval
Confirm the current approval of the relevant project or property category and the conditions attached to it. Then assess the applicant and proposed family separately. A qualifying asset cannot cure an ineligible applicant, and an eligible family cannot make an unapproved transaction qualify.
Keep copies of the official basis and the property-specific confirmations with the file. If an approval relates to a particular development phase, unit type or ownership structure, establish that the proposed purchase actually falls within it. Avoid treating a generic programme logo as evidence of the exact transaction's status.
Put payment protection into the contract
List each payment, recipient and release condition. Distinguish a reservation amount, purchase instalment, government charge and professional retainer. Ask what happens if a relevant condition is not met, the application cannot proceed or the development does not reach a contractual milestone.
Where escrow is proposed, understand who holds the funds, what releases them and who can enforce the agreement. The word escrow alone does not explain those rights. Keep payment instructions and any amendment with the signed documents, and confirm unexpected changes through the established channel.
A refund statement should identify the payer, conditions, deductions and timing. A broad sales promise is less useful than the actual contract. Do not assume a property refund also refunds government assessment charges or professional work already performed.
Model ownership costs before expected income
Ask for the applicable acquisition and continuing expenses. Depending on the transaction, these can include legal work, registration, taxes, insurance, repairs, maintenance, management and shared-development charges. Establish which are fixed, estimated or capable of change.
Keep projected rental income separate from the cash required to complete the application and purchase. Clarify whether an illustration shows gross revenue, net proceeds after expenses or a payment promised by a named counterparty. None should be treated as a government-guaranteed return.
Test a period without rent and a higher-expense scenario. These are planning exercises rather than market forecasts. The purpose is to see whether the household can maintain the asset and meet other commitments without relying on the most favourable sales illustration.
Plan an exit without promising a buyer
A minimum holding period sets a condition; it does not create a market for the asset when that period ends. Record the correct starting event, any restriction on disposal and the process for obtaining a release or confirmation where required.
Ask whether a later buyer could use the same asset for a citizenship application and under what conditions. That question can affect the available market, but it should be answered from current rules and the transaction documents. Do not assume every resale carries the original immigration treatment.
Calculate possible selling expenses and the effect of a lower price or currency movement. Keep immigration conditions, contractual restrictions and commercial liquidity as three separate questions. An investment should not be described as cost-free simply because a future resale is possible.
Match the funding history to the transaction
Connect the underlying economic source with the account making the payment. A bank balance shows available money without necessarily explaining how it was earned. The records should support the actual employment, business distribution, asset sale, inheritance or other history being presented.
If a company or relative is involved, disclose that arrangement and obtain instructions on permitted funding and additional assessment. Transfers between accounts do not create a new source. Keep the narrative accurate even where the evidence is more complex than a simple personal savings example.
Use a decision file rather than a sales checklist
Before a substantial commitment, bring together the eligibility review, property approval evidence, ownership review, complete budget and payment schedule. Record what has been checked, who checked it and which material questions remain open.
A useful decision can be to proceed, obtain a missing review, negotiate a contractual term or stop considering the transaction. Document coordination should support that decision. It should not turn unresolved legal or commercial questions into an assumed approval merely because a reservation deadline is approaching.
