Turkey Citizenship by Investment: Eligibility and Process

8 min read

Turkish citizenship by investment requires more than buying an asset above a headline price. The proposed applicant, qualifying investment, evidence and administrative stages must fit together. An investment confirmation, residence permission, citizenship decision and passport are different records. This guide explains how to organise that review before committing funds, with separate treatment of property, bank deposits and other qualifying investments.

Start with your existing nationality, residence, family circumstances and funding history. Ask a qualified Turkish professional to confirm the applicable requirements and responsible authorities for your proposed route. A developer's promise or an account-opening conversation does not establish citizenship eligibility. Keep the investment decision and the application decision connected, but assess each on its own evidence.

Which investment routes should you compare?

The Turkish Investment Office's citizenship investment guidance describes several routes. Property starts at USD 400,000 with a three-year resale restriction. Bank deposits, qualifying government bonds, eligible investment-fund shares and the designated private-pension option generally use USD 500,000 and a three-year condition. Fixed-capital investment starts at USD 500,000; the employment option concerns at least 50 jobs. Each category has its own confirming authority and requirements.

These amounts are qualifying investment thresholds, not complete family quotations. A property interest, a restricted deposit and a fund holding expose the applicant to different risks. Obtain a route-specific explanation of the asset, restriction, confirmation procedure and release conditions. Do not treat a product marketed as an investment as automatically qualifying for the citizenship route.

First screen the proposed applicant

Create a short factual profile before discussing a property or financial product. Include every nationality held, current residence, previous citizenship or name changes, relevant immigration history and the broad source of the proposed investment. Disclose concerns to the responsible professional early. A difficulty that affects eligibility, banking or document preparation should be assessed before money becomes difficult to recover.

Distinguish the ability to own an asset from the ability to complete the exceptional citizenship procedure. A bank can ask its own compliance questions, and an investment confirmation is not the final citizenship decision. Ask who will examine each issue and what written advice or official record will support the proposed next step. Avoid treating a favourable preliminary conversation as an approval.

Make a person-by-person family assessment

Prepare a separate entry for each proposed spouse or child, including date of birth, nationality, residence and relationship evidence. Ask the professional to identify who can apply with the principal applicant and which requirements apply to that person. Do not import dependant definitions from a Caribbean programme or assume that financial support alone establishes eligibility for an adult relative.

Record previous marriages, custody arrangements, adoption or name differences where relevant. Obtain advice about consent and representation before ordering documents. A family member's schooling, travel restrictions or expiring passport can affect practical arrangements even when the principal investor is ready. Keep sensitive details within the agreed professional process rather than sending full civil records through an initial enquiry form.

Understand the property route without duplicating the property decision

For a property proposal, commission an independent review of the buyer, title, transaction and citizenship qualification. The Investment Office distinguishes title registration from a preliminary purchase contract: signing the latter does not itself transfer ownership. Its guidance also calls attention to mortgages, liens and other restrictions. Have the relevant records examined before authorising a commitment that depends on the purchase qualifying.

Keep this eligibility review focused. A detailed property inspection, rental model and resale analysis belong in the separate investment review, rather than replacing the citizenship document work. Ask what evidence connects the actual unit, registered ownership, payment trail and required restriction to the investment confirmation. The sales brochure should not be the only document identifying what you are acquiring.

Ask different questions about a bank-deposit route

A deposit proposal should identify the licensed institution, account holder, qualifying currency and arrangement for the required restriction. Ask the bank and responsible professional which confirmation will be issued, how the restriction is recorded and what conditions govern release. A general account statement is not necessarily the same as the investment confirmation required for the citizenship procedure.

Review liquidity, currency exposure, bank charges and the treatment of any interest separately from immigration qualification. Clarify the consequences of withdrawing, transferring or changing the arrangement before the permitted time. Do not rely on a verbal assurance that the capital remains available whenever you need it. Keep the actual bank terms and citizenship instructions together in the decision file.

Check the product behind bonds, funds or pension proposals

Ask for the precise legal name and identifying details of any bond, fund or pension arrangement. Establish the holding, reporting and confirmation requirements for that category. A commercial product with a similar description may have different eligibility or liquidity terms. The application professional and the institution should give consistent answers about the proposed structure before an investment instruction is signed.

Evaluate fees, asset exposure and redemption conditions on their commercial merits. A citizenship objective does not eliminate investment risk or make advertised performance reliable. If a proposal combines several products, require an explanation of which component is qualifying and how the total is calculated. Keep the immigration assessment distinct from any regulated investment advice you require.

Build an evidence register for the actual route

Use a register with columns for applicant, document purpose, issuer, preparation requirements, responsible person and status. Organise identity and family evidence separately from investment, banking and professional-authorisation records. Mark the source of each requirement: an official instruction, an institution's compliance request or a professional preparation step. This makes omissions and conflicting instructions easier to resolve.

Do not present a generic checklist as an exhaustive government list. Ask for the current instructions applicable to your nationality, route and family. Record when those instructions were checked. If an additional document is requested, add its purpose and owner rather than silently replacing the earlier list. Keep originals and submitted versions traceable throughout the application.

Resolve names, translations and authority to act

Compare names, birth details and relationship information across passports, civil records and banking documents. Explain differences with appropriate evidence; do not alter documents to create superficial consistency. Ask which documents need translation, certification or legalisation, and which form the receiving authority accepts. The right preparation depends on the issuing jurisdiction and the intended use of the record.

If a representative will act, have the scope and execution of the authorisation reviewed before signing. Identify the transactions and applications covered, any limits on payment instructions and how the authority can be revoked or replaced. Representation for a purchase should not be assumed to cover every banking or citizenship task. Obtain an understandable explanation of documents signed in another language.

Explain the source of wealth and the transfer separately

Describe how the investor accumulated the money and how the proposed investment will be paid. Employment savings, a business distribution and a property sale generate different evidence trails. Build a coherent explanation supported by the appropriate records. If funds move between related people or accounts, identify the relationships and transactions rather than compressing the history into an unsupported statement.

Check banking and application requirements before arranging transfers. A professional may need to reconcile the sender, receiving account and investment documents; a bank may request additional compliance information. Keep payment references and confirmations as they arise. Never fabricate invoices, backdate records or describe borrowed money as savings to make an application appear simpler.

Map the application as stages with evidence

Use a staged plan: initial eligibility and route review; preparation of the investment and identity file; route-specific investment confirmation; the applicable residence and citizenship procedures; then post-decision identity-document steps. Have the responsible professional confirm the precise order and dependencies for your case. A marketing diagram is useful only when it reflects the actual administrative process.

For every stage, record the owner, prerequisite, evidence of completion and next permitted action. Ask what the official receipt or reference means. Submission, completeness checking and a substantive decision are different milestones. Keep the investment confirmation and any residence record in their own sections so they cannot be mistaken for a citizenship grant or passport entitlement.

Plan appointments and timing without a guaranteed deadline

Ask which applicants must attend which appointments, where they can take place and which documents must be available at that time. Confirm the current arrangements before booking non-refundable travel. Family members may have different availability or documentation needs. Record responsibility for monitoring appointment instructions and communicating changes to the people concerned.

Request a timetable with assumptions rather than an unconditional completion promise. Document preparation, institutional compliance checks, investment confirmation and authority processing do not necessarily move at the same speed. Ask how delays and requests for further information will be handled. A realistic plan identifies dependencies and a contact person; it does not turn an indicative processing period into a guarantee.

Budget for the route and the professional work

Separate qualifying capital from fees and ordinary ownership or account costs. Ask for an itemised professional scope, payment schedule, official charges, document preparation and travel assumptions. For property, keep transaction and continuing ownership expenses distinct. For a financial route, identify account, management or product charges. State the currency and validity date of every quotation.

Use the same household and assumptions when comparing alternatives. Identify which costs are refundable, conditional or already incurred, and who receives each payment. If a proposal gives only one total, ask for the underlying ledger before comparing it with another route. An investment minimum cannot tell you the complete cash required or the amount that may ultimately be recoverable.

Agree what happens when a plan changes

Discuss refusal, withdrawal, a failed transaction, a family change and a request for more evidence before committing funds. Review the relevant contracts and institution-specific conditions. Do not assume an investment can be cancelled merely because an application does not proceed. The citizenship outcome and the commercial exit arrangements require separate explanations.

Set practical decision points for unresolved issues. If nationality eligibility, a funding explanation or a required document remains uncertain, ask whether the next commitment should wait. Keep a record of the question, responsible adviser and answer received. This helps the family make an informed decision and avoids treating a sales deadline as evidence that an application is ready.

After a decision, keep the records and restrictions

Retain the decision documents, investment confirmations, relevant residence records and final submitted file. Ask which identity-document applications or registration steps remain. Continue to observe applicable investment restrictions and obtain advice before a proposed sale, withdrawal or restructuring. A favourable decision is not a reason to discard the records supporting the qualifying investment.

Review the consequences for your existing nationality, tax position and travel plans with the appropriate advisers. Turkish citizenship should not be described as automatic permission to live, work or enter every other country. Travel and residence rights depend on the destination and the traveller's circumstances. Do not use a passport ranking as a substitute for the rules governing a planned trip.

What should your first assessment produce?

A useful first assessment identifies the proposed applicants, a viable route to investigate, the main unanswered questions and the professionals responsible for resolving them. Bring a brief family profile, broad funding explanation and any existing proposal. Ask for a written scope before sending extensive sensitive records. The purpose is to define the work accurately, not to produce a premature approval promise.

Keep this general eligibility guide separate from the detailed Turkey cost and property due-diligence guides linked below. Together they address different decisions: whether the route and applicant fit, what the whole plan may cost and whether a proposed property is suitable. Recheck the linked official guidance and obtain case-specific advice before committing an investment or submitting an application.
