417 or 462? Passport Categories, the 30 or 35 Age Limit and Previous Visa History
417 and 462 are not two working-holiday packages that everyone can choose between on price or speed. Establish the actual valid passport, age, previous history and other requirements before selecting the official route. Residence, a local identity card or studying in a place does not automatically bring a passport within 417 eligibility. A friend's application is a useful prompt to investigate, rather than your own eligibility decision.
Passport category | Initial route to check | Listed age range |
HKSAR passport | 417 | 18–30 |
UK category, including BN(O) passport holders | 417 | 18–35 |
Taiwan passport, excluding official or diplomatic passports | 417 | 18–30 |
Chinese ordinary passport | First 462 and relevant pre-application arrangements | Check the current 462 eligibility separately |
This is a route comparison rather than a complete eligibility checklist. An age within the listed range does not establish all requirements. Check the document, previous visas, funds and other applicable criteria. Birthplace, residence and education history may be relevant facts, but they do not replace the passport requirement. The application must also accurately identify the document being used.
Use the right age category and Australian time
Do not describe every Hong Kong resident as eligible until 35. HKSAR and BN(O) passports have different listed age arrangements. A Taiwan applicant cannot use the UK age range simply because a travelling companion can. Read the actual passport category and the applicant's facts rather than applying a broad geographical or cultural label.
The first-417 guidance explains the birthday boundary using the relevant Australian eastern standard or daylight-saving time. It is not simply midnight wherever the applicant lives. Allow time for review and valid submission before the applicable 31st or 36th birthday boundary. Paying a private service, sending records to an adviser or booking a consultation is not lodgement with the department.
Applying within the relevant age range and having a birthday during processing differs from applying after the permitted boundary. Other criteria still apply. Someone else's grant after a birthday does not establish that a new over-age application will work. Use the official requirements and genuine submission records rather than reconstructing a more convenient timestamp.
A replacement passport does not erase earlier participation
Answer questions about previous entry on a 417 or 462 from the real history, not merely the absence of a label or stamp in a new passport. Records under different passports, names and nationalities must still connect to the same person. Replacing a document does not turn previous working-holiday participation into a first application. Second and third visas have their own requirements.
Partners and friends may need different routes. Record each person's passport, birth date, location and history before choosing the relevant checklist. Where dual nationality or an old visa is unclear, provide the full factual outline for appropriate review rather than supplying inconsistent accounts to different people.
Keep 462 registration separate from the visa outcome
For Chinese ordinary passport holders using the first 462 pre-application arrangements, registration, selection and grant are separate stages. Selection does not replace the remaining criteria or the deadline in the actual invitation. Check current official program-year information rather than assuming dates from an old article remain open. This process should not be copied onto a Taiwan 417 application.
A private provider cannot guarantee selection or substitute a package for the government process. Check notices against the genuine personal reference details, and do not create inconsistent identities to improve a perceived chance. Before an actual grant, travel, employment and study commitments still depend on permission. Once the route is established, check the correct documents and location requirements. A first 417 requires the applicant to be outside Australia both when applying and when the decision is made; later stages need their own review. A wider passport age range does not guarantee a future work visa or permanent residence.
