UK Skilled Worker IHS Refunds: Refusal, Overlapping Payments and Who Receives the Money
An immigration health surcharge refund follows its own rules. It should not be assumed to include the visa application charge, a faster-service fee or professional costs. Start by identifying which payment is in question, why a refund may arise and who originally paid it. The refund recipient can be someone other than the visa applicant.
Build a payment record before calculating an amount
Retain each IHS reference, payment receipt, application reference and formal decision. Record the applicant and period associated with each payment. For a family, use separate entries for each person rather than treating the total card transaction as evidence that everyone has the same refund position.
Keep government charges distinct from adviser invoices and third-party expenses. A single package quotation can conceal several different payment rules. Ask for an itemised record if someone paid on your behalf, and establish who can access the payment account if a refund needs to be traced later.
Identify the refund event
GOVUK lists full IHS refunds for duplicate payment for the same application, refusal, and withdrawal before a decision. It describes partial refunds in specified circumstances, including shorter permission than requested, refused dependants and qualifying overlapping IHS payments when extending or switching inside the UK.
For qualifying overlap of at least six months, the refund is rounded down to complete six-month periods; an overlap shorter than six months is not refunded under that rule. Do not simply count every unused day and multiply by a daily rate. Compare the actual permission and payment periods with the current official calculation before estimating the amount.
Check the original payer
For the standard full or partial refund reasons, the money is returned to the account or card used to pay. If an employer, relative or another person paid, that payer receives the refund. The applicant's current bank account should not be assumed to be the destination merely because the application was made in their name.
Agree how records will be shared if the payer was an employer or service provider. A private agreement about reimbursement is separate from the government's refund mechanism. Preserve receipts and correspondence so that the payment can be matched without disclosing full card details or unrelated personal transactions.
Separate a family's different decisions
A worker and dependants may receive different outcomes or different periods of permission. Check each decision and associated IHS payment. A dependant's refusal does not mean the entire family's surcharge is refunded, and the worker's approval does not settle whether a different family member has an eligible refund.
Where two applications overlap, write down which period was paid twice and why the second application was made. Use the official dates rather than a proposed employment start or flight date. If the application history is complicated, provide the complete sequence rather than selecting the two receipts that appear to give the largest overlap.
Do not confuse leaving early with a refund entitlement
GOVUK lists circumstances that do not produce a standard refund, including not travelling after a successful application or leaving before permission ends. A change in personal plans is therefore different from an eligible duplicate payment. Other specific schemes, such as qualifying health or care worker arrangements, need their own conditions checked.
An appeal or administrative review can also affect when a refund is processed and whether repayment is needed after a successful challenge. Keep the decision and subsequent proceedings together. Withdrawing an application is an immigration action with consequences beyond the refund question, so do not treat it as merely a way to release money.
Make any enquiry easy to reconcile
Keep a record of the event, relevant dates, expected payer and any refund already received. Use the current official contact instructions if follow-up is needed; do not send passwords or complete card details in an ordinary enquiry. 卓越移民 Premiervisa Group can help organise the application and payment history, while the relevant government and original payer confirm the actual refund and receipt.
