German Opportunity Card Qualification Evidence: DAB, Anabin or a Statement of Comparability?

For a German opportunity card, choose qualification evidence by the qualification you actually hold. A ZAB Statement of Comparability concerns a university degree; a Statement on a Foreign Vocational Qualification, or DAB, concerns non-academic vocational training. Anabin is a database used to research academic qualifications. These are related services, but their results are not interchangeable.

Identify the award before ordering a service

Record the original qualification title, awarding institution, training location, study mode, duration and completion date. A document called a diploma or professional certificate does not settle its academic status. Where the teaching provider differs from the awarding institution, explain the relationship with genuine documents rather than changing the qualification’s description.

University degrees: check more than the institution

ZAB’s opportunity-card guidance directs applicants to research their institution, degree type and degree programme in anabin. A screenshot showing only an institution’s H+ status may not provide all the evidence the receiving authority needs. Ask the responsible German diplomatic mission or foreigners authority whether the available information is sufficient for your application.

Anabin is updated regularly and does not list every foreign institution or degree. A missing entry is not, by itself, a final rejection of your qualification. If the information is insufficient, you can apply to ZAB for a Statement of Comparability. The statement compares the degree with a level in Germany’s education system; it does not turn it into a German degree or approve the opportunity card.

Vocational training: what a positive DAB checks

ZAB identifies three requirements for a positive DAB: successful completion, state recognition in the country of training and equivalence to at least two years of full-time training. Part-time training can involve an equivalence assessment. Counting calendar years alone does not establish the required content or duration, so provide accurate course and study records.

If state recognition is unclear, ZAB recommends asking the training institution. An employer valuing your skills, a reference or years of employment does not automatically replace this requirement. ZAB does not offer an individual preliminary review, so an informal assessment from another provider is not a guarantee of a positive statement.

DABs are not issued for university degrees or to nationals of the EU, EEA or Switzerland, including relevant dual nationals. Check your nationality and qualification type before choosing the service. Current residence in Hong Kong, mainland China or Taiwan does not make every applicant’s legal and educational background the same.

Qualification evidence is not a professional licence

A DAB confirms the matters within its scope. Do not describe it as full German professional recognition or a licence to practise. ZAB also states that a Statement of Comparability does not entitle its holder to work in a regulated profession. Where a profession is regulated, identify the appropriate recognition or licensing authority and check its requirements separately.

Neither document establishes all the other opportunity-card conditions. Language evidence, points where applicable, financial resources and the residence application remain separate questions. A positive qualification document is useful evidence, rather than a reason to mark every remaining requirement as complete.

Use the correct checklist and retain the result

Match names across your passport, award and study records, preserving genuine evidence of changes. Follow the checklist for the particular ZAB service before commissioning translations or other document work. Keep the original records and submitted versions distinct, and respond through the official account when further information is requested.

A payment receipt, application acknowledgement and issued result describe different stages. Save the official PDF and verification information for later visa and employment use. Plan travel and resignation around confirmed progress rather than a promised assessment date; qualification assessment, a residence decision and an employer’s recruitment decision each need their own evidence.
