Changing New Zealand Education Providers: When You Need a New Student Visa or a Variation

3 min read

Changing education provider in New Zealand normally requires a new student visa, even when the course remains similar. A same-provider change of location or a course at the same or higher level may be considered through a variation of conditions. Lower-level study or a longer visa needs a different assessment. Circumstances outside your control, such as provider closure, can have a specific exception; they are not a general shortcut for voluntary transfers.

Describe the actual change before choosing a form

Compare the current eVisa and offer with the proposed arrangement. Identify the formal education provider, qualification level, programme, study location, full-time or part-time status and dates. A campus name or marketing brand does not necessarily identify the legal provider. Establish what the documents actually say before deciding whether the change is within one institution.

Academic credit recognition and immigration permission are separate decisions. A new provider accepting you does not automatically make the current visa suitable for studying there. Obtain formal course details and assess the permission before withdrawing, committing to non-refundable charges or starting the new programme on the strength of an informal assurance.

Match the change to the appropriate process

Proposed change

Initial process to check

Study location within the same provider

A variation may be available if the requirements are met

Same-provider course at the same or a higher level

Check a variation, the available visa period and genuine study purpose

Different education provider

Normally a new student visa; assess the outside-control exception separately

Lower-level course

Check a new student visa rather than an ordinary variation

More time needed to complete study

A new visa; a variation cannot change the expiry date

INZ also identifies a new course ending much earlier or later, an existing course about to finish and a Pathway Student Visa provider change as situations requiring attention to a new visa. State any Pathway or scholarship circumstances explicitly. A general fee-paying student explanation is not a complete rule for every special arrangement.

An outside-control exception needs evidence of what happened

Provider closure is an official example of a change outside the student's control that may allow the relevant variation. A preference for lower fees or joining friends elsewhere should not be described as such an event. Preserve the institution's notice, relevant dates and the proposed replacement arrangements before assessing whether the exception applies.

INZ still needs to be satisfied about student requirements, compliance with existing conditions and genuine intentions. The time since the original grant, the difference in subject or level and previous application information can matter. A new offer does not erase the earlier academic or attendance history.

Do not leave the existing course before approval

INZ warns against leaving the current course before the relevant changes are fully approved, because doing so can breach the current visa conditions. Coordinate dates, place-holding and payment terms with both institutions while following the formal process. Paying an application fee, lodging documents or receiving an acknowledgement is not approval.

After approval, read the updated eVisa for provider, programme, location, dates and work conditions. A course change can also affect part-time work and future PSWV eligibility; checking only the institution's name is insufficient. If completion needs a longer stay, address the new visa before the current permission expires rather than expecting a variation to extend it.

Align academic documents with money and insurance

  • The complete current visa, original offer and genuine academic progress record.

  • The new formal offer, qualification level, location and study calendar.

  • The reason for the change and evidence of an outside-control event where relevant.

  • New tuition, existing-provider refunds, maintenance funds and insurance continuity.

Immigration approval does not establish a right to a full tuition refund. Check the original provider's contractual terms separately. Ask whether the new institution accepts existing insurance before cancelling a policy. Keeping educational, payment and immigration stages distinct helps expose gaps that a single transfer checklist may miss.

The variation application channel depends on the application number and requested change. The current INZ page distinguishes SV-prefixed applications from older eight-digit numbers and gives specific routes. Use your approval letter to identify the applicable official process rather than assuming an old paper form suits everyone. Preserve submission and decision records, and do not treat an estimated timeframe or pending request as completed permission.
