SMC police certificates: countries, cumulative stays and the six-month limit
SMC applicants aged 17 or older need police certificates as required for their citizenship countries and countries where they have spent at least 12 months in total during the past ten years. The stays need not be continuous. Certificates must be less than six months old when the residence application is submitted. A certificate from the current address alone may not cover the complete requirement.
Build a separate history for each person
List citizenship and periods of study, work and other stays by country, with start and end dates. Several visits may need to be added together even if none individually lasted a year. Use passports, previous visas and actual travel records to clarify dates instead of relying only on memory.
A residence permit and citizenship are different statuses. The official requirements concern both nationality and relevant stays, so a current address cannot settle the whole list. Names, former names and identity details should match the true application history. A partner or adult child may need different certificates from the principal applicant.
The ten-year look-back does not limit criminal record coverage
The ten years identify relevant stays; they do not authorise an applicant to exclude older criminal history. The SMC page says certificates must show criminal records from any time in the relevant countries, rather than only the last decade. Use the appropriate official document instead of requesting an artificially narrowed version.
If an old case or legal outcome requires explanation, preserve the official records and answer the application questions accurately. A police certificate supports a character assessment. It is not evidence that a private service can guarantee approval, erase a record or predetermine the immigration consequences.
Check the certificate's issue date against lodgement
Applying for a certificate, booking fingerprints, receiving an acknowledgement and obtaining the final certificate are separate dates. The six-month test concerns the original certificate's issue date at residence submission. A fresh translation or scan does not restart that clock. Coordinate applications with the rest of the evidence timetable.
Stage | What it establishes |
Application acknowledged | Usually not that the certificate has been received |
Certificate issued | The actual date used for the submission age check |
Translation completed | Language access, not a new certificate date |
Uploaded to INZ | Submission, rather than acceptance of character eligibility |
Check each country's official process, including any fingerprint or identity requirement. Do not assume every authority accepts the same electronic copy or application method. Non-English material needs the required certified English translation and original copy; do not omit an attachment or edit an inconvenient entry.
Limited receipt arrangements are country-specific
The current SMC instructions identify Hong Kong, Fiji and Israel as places where proof of applying, such as a receipt, is uploaded rather than the police certificate itself. That is a limited arrangement. For other countries, evidence that a certificate was requested but not yet received generally does not complete the requirement.
Someone with several overseas histories may therefore need different procedures within one application. Use INZ's country lookup and the relevant issuing authority rather than applying one direct-delivery process everywhere. An unverified address, price or promised turnaround should not be treated as official guidance.
Earlier submissions do not create a blanket exemption
Whether a previous certificate can be reused depends on the character requirements of the current visa. A rule encountered during a student or work renewal should not automatically be applied to SMC residence. Organise the old certificate, issue date and previous submission details for a current assessment.
INZ may request a new certificate or further information during processing. Respond to the actual notice and retain the receipt. A simple per-person record of countries, processes, issue dates, translations and submission status helps avoid discovering a missing adult family member's evidence at the final stage. Keep requested, obtained, uploaded and accepted as separate states.
