SMC IQA reports without a qualification type: why Level 9 does not always mean five master's points
An IQA stating NZQCF Level 9 does not automatically establish five SMC points for an overseas master's degree. From 24 August 2026, SR 3.25.15 distinguishes listed qualification types from an IQA that does not confirm one. The latter has separate provisions for Level 10 at five points, Level 9 at four and Level 8 at three. Read the whole assessment before making an EOI claim.
A level does not let the applicant invent a type
NZQCF level describes the qualification's level, while doctorate, master's, bachelor's and postgraduate diploma describe types. The awarding institution's original title and NZQA's New Zealand equivalence need to be read together. Translating Level 9 as 'master's' does not add an assessment conclusion that was not there.
The listed-type table also distinguishes New Zealand and overseas qualifications, accompanying bachelor's qualifications and other conditions. Certificates, transcripts, the IQA or applicable exemption need to support the same claim. A CV abbreviation or an intermediary's description is not the formal assessment.
IQA without the specified listed type | Points under the corresponding provision |
Level 10 qualification | 5 |
Level 9 qualification | 4 |
Level 8 qualification | 3 |
This table applies only to that situation. It does not reduce every doctorate to five points or every master's to four. A confirmed listed type needs its own complete row assessed. Do not extend this particular table to a report stating only Level 7 or another unlisted situation without checking the applicable instructions.
Level 8 and 9 claims can also require a bachelor's qualification
Current instructions generally require a bachelor's qualification for Level 8 or 9 claims, with specified exceptions such as the five-point New Zealand master's provision. Supply the bachelor's certificate and transcript where required. Combined qualifications without a separate bachelor's award have an applicable transcript-evidence provision; the absence of a separate certificate should not automatically be declared fatal.
Nor should merely having attended undergraduate study be treated as proof. Provide the real learning history and documents. Check whether an overseas qualification requires an IQA or falls within the relevant exemption instead of telling everyone to pay for a repeat assessment. Unclear conclusions remain unresolved until properly clarified.
A different score can change the work-experience plan
The points pathway uses one skill category—qualification, income or New Zealand registration—plus qualifying New Zealand skilled work experience if necessary to reach six. If five assumed qualification points become four on the supported evidence, recalculate. Do not leave the higher claim in the EOI and describe future work as already completed.
Experience has its own location, period, pay and eligibility requirements. Overseas service does not automatically become New Zealand experience, and the income or registration column cannot be selected merely to fill a numerical gap. The form accepting a number is not official acceptance of the evidence.
Clarify the issuer's conclusion rather than rewriting it
Ask specific questions about whether a type is confirmed, which award the level concerns, any missing evidence and the applicable official process. Keep the original and genuine reply. Do not edit the PDF, remove a limitation or ask a translator to insert a qualification type not confirmed. An enquiry in progress is not a completed finding.
If an ITA exists, also check the policy version. Invitations before 24 August 2026 have a transition provision using the 23 August rules even where the application follows later. The new table should not be applied automatically to every earlier invitation. Assess the actual report, date and background; this article does not award points to an individual qualification or promise a visa result.
