SMC English evidence: family lessons, test validity and the registration exception

3 min read

A New Zealand SMC principal applicant using a test normally needs IELTS overall 6.5 or PTE Academic overall 58, among the approved options. Partners and dependent children aged 16 or older have lower thresholds and may use the formal English tuition option instead. The principal applicant cannot substitute purchased lessons for their English qualification. Results are generally limited to two years at lodgement, with a specific SMC registration exception.

Identify the applicant's role before reading the score table

One family application does not place everyone on the principal applicant's threshold. Record the principal, partner and children's ages separately, then identify the evidence each person intends to use. Children under 16 have no English requirement under these instructions, although other family eligibility and residence requirements still apply.

These are skilled residence thresholds, rather than university admission, Australian visa or professional registration standards. Check the exact test name instead of treating every product from a testing provider as interchangeable. OET requires the specified grade in each skill; an invented overall average cannot replace that condition.

Test format and dates both matter

The test must be taken in person at a test centre. Remote at-home tests are not accepted. Check the official result, delivery format and date before deciding whether another sitting is necessary. A future booking or a training provider's mock result does not establish a qualifying score.

The normal two-year limit applies when the residence application is lodged. EOI, invitation and lodgement are separate events. If other evidence takes time to obtain, include the English expiry date in the application timetable rather than assuming that validity at EOI protects the result indefinitely.

The five-year provision belongs to the registered individual

SMC applicants holding a valid occupational registration specified under SR 3.30 may use English results up to five years old. Check the organisation, exact registration or scope and current validity, and provide the registration alongside the result. One person's registration does not extend every family member's score.

Unless specifically provided for in the instructions, provisional, trainee, intern or limited registration does not qualify for this exception. Nor is it a general five-year rule for every skilled residence category. An application for registration or preliminary eligibility letter should not simply be recorded as an already valid registration.

Background evidence involves more than English-medium teaching

An eligible citizenship route concerns citizens of Canada, Ireland, the United Kingdom or the United States with the required five years of work or education in specified countries or Australia or New Zealand. Permanent residence is not citizenship, and routinely using English at work does not independently remove those requirements.

The qualification routes concern specified countries, recognised degree levels and actual study periods: at least two academic years for the relevant bachelor's route or one for the relevant postgraduate route. Offshore delivery, remote study and credit transfers need their actual facts checked. An IQA or a valid exception may be necessary, and an officer can still request test evidence.

Use the formal family tuition process

Eligible family members choosing ESOL must follow the application option, official payment instructions and agreement. Buying a private language course independently does not automatically satisfy the residence process. Charges may depend on results, and the administration component differs from the tuition entitlement available to the learner.

Maintain one record per person showing intended evidence, result date, registration status and remaining action. If the principal does not yet qualify, address their evidence first. For family tuition, meet the specified payment and agreement deadlines. A payment receipt is evidence of payment, rather than confirmation that every English or residence requirement has been accepted.
