New Zealand Graduate Diploma PSWV Expansion: What Opens on 16 November 2026?
New Zealand has announced an extension of Post-Study Work Visa eligibility for certain Graduate Diploma holders from 16 November 2026. As of this article's verification date, 18 October 2026, that expansion is not yet open. It requires the relevant Level 7 Graduate Diploma and an already completed bachelor's degree, among other conditions. The resulting PSWV is based on the diploma's New Zealand study duration, up to one year, rather than a universal three-year entitlement.
Identify the qualification before relying on the announcement
The expansion concerns a Graduate Diploma at NZQCF Level 7. That is distinct from a Level 8 Postgraduate Diploma, often called a PGDip. Similar translated descriptions do not make the qualifications interchangeable. Obtain the institution's formal title, level and study arrangements, then establish whether the proposed assessment uses the announced expansion, an existing eligible-list route or another PSWV qualification.
The announced conditions require full-time study in New Zealand for the qualification's full duration and enrolment in that qualification throughout. Cross-crediting or recognition of prior learning does not meet the stated requirements for this expansion. Credit exemptions may have academic value, but a shorter course should not be assumed to preserve the same immigration outcome.
An overseas bachelor's degree still needs verifiable evidence
The bachelor's degree may have been completed in New Zealand or overseas, with no time limit on when it was awarded. The announcement requires the degree certificate showing the qualification type and awarding institution, together with an official transcript. An overseas bachelor's does not need an IQA for this specific expansion, although INZ may check its authenticity.
This does not establish an IQA exemption for every residence, professional-registration or educational purpose. Those uses have their own requirements. An incomplete degree, no bachelor's degree or unverified documents cannot be treated as meeting the new condition simply because a provider has issued a Graduate Diploma offer.
The announced maximum is one year, and PSWV remains once only
The visa can be issued for the period spent studying the Graduate Diploma in New Zealand, up to one year. The three-year provision for qualifying master's or doctoral study should not be used to market this diploma expansion. Anyone previously granted a PSWV is not eligible for another merely because later study is at the same or a higher level.
The announcement distinguishes diploma holders with a bachelor's degree from those without one. A person without a bachelor's may still have an eligible-list route if the diploma is listed, but that can require work in the specified occupation. If neither the bachelor's requirement nor the existing list route applies, the expansion's headline does not establish PSWV eligibility.
The six-month Short-Term Graduate Work Visa is separate
Announced option | Key distinction |
Graduate Diploma PSWV expansion | Relevant Level 7 diploma plus a bachelor's and other conditions; up to one year |
Short-Term Graduate Work Visa | A separate six-month permission with Level 5 to 7 and minimum 24-week requirements |
Opening date | Both announcements specify 16 November 2026, not an October opening |
Family and business conditions | Assess each visa separately rather than reusing PSWV advice |
The short-term option targets relevant graduates not eligible for a PSWV and excludes English-language, foundation and bridging qualifications. It also has funds, health, previous-visa and applicable scholarship-consent requirements. Business ownership is prohibited, and holders cannot support a partner for a work visa or a child for a Dependent Child Student Visa. PSWV self-employment or family information should not be applied to it.
Prepare evidence without presenting the future rule as an approval
Obtain the completed bachelor's certificate, official transcript and matching identity records.
Confirm the diploma's formal level, enrolment period, New Zealand study and credit arrangements.
Review previous PSWV and other relevant grants before committing to a course.
Compare current visa expiry, course completion and the announced opening date.
Waiting for the change does not extend current permission or create work rights early. At the time of application, recheck the effective rules, official channel, fees and individual eligibility. Do not invent details that have not been published. A course place, tuition payment or policy announcement is not a personal visa approval and does not guarantee residence after graduation.
