BIV English evidence: IELTS 5, the two-year limit and different family stages
The BIV work-visa principal applicant must demonstrate English at application. For the IELTS route, the current requirement is an overall score of at least 5. Approved tests must be taken in person at a test centre, with results no more than two years old at application. Partners and dependent children face a different timing rule: their English requirement arises at residence.
Person and stage | Current approach |
Work-visa principal applicant | Qualifying English background or an accepted test |
Work-stage partner and dependent children | English not required at this stage |
Resident-stage principal applicant | No new English requirement after evidence at the work stage |
Resident partner and dependants aged 16 or older | Qualifying background, test or the permitted lesson option |
Resident dependants younger than 16 | No English requirement |
Test results need the right score, format and date
Common test examples | Current official minimum |
IELTS General or Academic | Overall 5 |
PTE Academic | Overall 36 |
OET | At least grade C in all four skills |
See the current official table for the other accepted tests and complete standards. An IELTS overall requirement should not be rewritten as a separate minimum 5 in every component. OET does require each skill to meet the stated grade, rather than an average. Check the exact version, retake and verification arrangements against current INZ and provider requirements, not another country's visa conversion table.
Remote at-home tests do not meet this test-centre requirement. Booking, sitting and receiving an official result are separate stages. Check the result's age at application rather than treating a reservation as a pass. A similarly named test or training-provider certificate is not automatically an accepted PTE Academic or other specified result.
Citizenship and education alternatives have conditions
BD 2.30 includes Canadian, Irish, UK or US citizenship together with at least five years of work or education in the specified countries, Australia or New Zealand. A passport alone should not be used to delete the accompanying conditions. Nor is any English-medium institution's letter necessarily sufficient.
Qualification routes address specified countries and comparability with a New Zealand level 7 bachelor's degree with at least two academic years of relevant study, or a level 8-or-above qualification with at least one academic year. Check the level, study location, transcript and applicable NZQA assessment or exemption. A foreign institution's name on an award does not alone establish the required study history.
An officer can still require the principal applicant to supply a test result. Background evidence is not a promise of permanent exemption, and an adviser's impression of conversational ability is not the government's decision. Establish the actual supporting record rather than treating another applicant's similar qualification as an approval precedent.
The family's lesson option does not apply to the principal
The principal applicant cannot pay for English lessons as a substitute for the work-visa English requirement. At residence, the partner and dependent children aged 16 or older have the permitted lesson option alongside qualifying background and tests. Select the option and follow the official payment and evidence process; it is not a universal advance purchase that completes the whole visa.
The resident page explains that where family English evidence remains outstanding and the application is approved in principle, the required evidence must be provided within six months. Follow the actual letter and stage rather than assuming every case receives the same interim outcome. Recheck family ages and document validity at residence preparation. English evidence addresses one requirement, not approval of the business, investment, operation or resident application.
