MTEP Established Renewal: Five-Year Plan, Business Milestones and Three-Year Audited Financial Records

MTEP Established Entrepreneur renewal has its own 2026 checklist. It includes an updated pitch deck and five-year plan, business progress, three years of audited financial records, tax and employee evidence, personal funds, sponsor records and active health insurance for the applicant and dependants. The initial application's two-year financial item should not be substituted for this renewal requirement.

Identify the existing pass and expiry

Read the actual permission, approval documents and passport. The New and Established categories have different renewal arrangements. A maximum period described in a programme overview is not an automatic extension of the applicant's existing document.

The public MDEC FAQ encourages renewal submission at least two months before expiry and describes the Established renewal submission through the MTEP system. Prepare earlier enough to obtain the required business and financial records, while checking the current instructions and any case-specific requests.

Update the deck from actual business progress

The 2026 renewal list asks for the latest deck with product-market fit analysis and sourced validation, together with a five-year plan. Explain what changed since the last application and what the business now proposes to do.

Keep completed results, current work and forecasts separate. A delayed product or changed market should be explained through the facts. It should not be hidden by adjusting the original milestone dates or relabelling predicted revenue as achieved sales.

Assemble the corporate, tax and employee records

The renewal checklist includes the company incorporation form, the latest month's IRB monthly-deduction CP39 document, and the EPF Form A statement or employee-contract evidence described in the list. These records need to correspond to the actual operating entity and period.

If the company has restructured or personnel changed, retain the chronology and obtain appropriate accounting or legal input. A founder's summary can explain the situation but should not invent payroll, employment or filings that do not exist.

Address the three-year audited financial requirement

The 2026 Established renewal checklist specifically lists the latest certified true copy of the company's audited reports for the last three financial years. This differs from the initial Established list's two-year financial wording and the older FAQ's broader renewal wording.

Use the current category-specific checklist to identify the required evidence. Where the available history or reporting form does not match it, obtain clarification rather than asserting that a management account is always an equivalent replacement. Do not manufacture an audited report or hide a missing period.

The renewal list also includes a term sheet or evidence of startup valuation. Explain what the document actually represents; an uncompleted investment proposal should not be presented as money already received.

Keep personal resources and family cover current

The checklist separately requires three consecutive months of personal demand-deposit balances at the stated RM50,000 monthly minimum. It excludes the specified investment instruments. Company accounts do not automatically replace personal statements, even where the applicant owns the business.

Active health-insurance evidence is listed for the applicant and dependants. Review actual people, periods and policy status, alongside the sponsor form and identification copies. A previous premium payment or an old sponsor document should not silently be assumed current.

Prepare a consistent renewal file

The passport item requires all pages, at least six empty pages and at least 14 months of remaining validity, together with the existing MTEP pass or visa document. Check these practical details before the expiry becomes urgent.

Reconcile the updated business narrative with financial, payroll, personal-resource and family records. Save the submitted version and formal requests. A renewal application remains subject to assessment: completed preparation, submission, approval and issuance are separate stages, and none should be reported as finished before the corresponding evidence exists.
