Hungary Guest Investor Residence: Visa, Entry and the 30-Day Filing Window
A guest investor visa is not the residence permit. Applicants generally need to establish whether they must obtain a guest investor visa abroad, enter Hungary lawfully, file the residence application in Hungary and then provide evidence that the promised investment has been completed. Nationality, existing Hungarian status and the date of entry can change the applicable route and deadline.
Start with nationality and current status
Hungary’s immigration authority says an initial guest investor residence application may be filed only in Hungary. The applicant must be staying lawfully with a guest investor visa or, if their nationality allows visa-free entry, on a qualifying visa-free stay. Residence in Hong Kong or another place does not by itself determine visa eligibility; check the passport, nationality and current status.
A person who already holds a Hungarian residence permit should also check the nationality-specific rule. If that person is not eligible to enter Hungary visa-free, another Hungarian permit does not automatically provide the route to apply for guest investor residence; a guest investor visa may first be required abroad. The authority describes a separate rule for existing residents who are eligible for visa-free entry, so these cases should not be combined.
Treat the visa and residence permit as separate steps
Applicants who need a visa should first confirm which Hungarian consular authority has jurisdiction and where the application can be lodged. The visa instructions govern the investment declaration, available funds and supporting documents. A third-country application location should be confirmed with the responsible mission based on the applicant’s residence and nationality; an earlier appointment elsewhere does not establish eligibility to apply there.
After a guest investor visa is issued, check the name, passport details and validity dates on the document. It is an entry document that connects to the later residence process; it is not proof that residence has been granted. Visa-exempt applicants should retain clear evidence of their first lawful entry date because that date can affect the in-country filing period.
Plan the in-country filing and investment evidence
Under the authority’s current residence guidance, a person entering with a guest investor visa must file after entry; the visa guidance further says the application must be lodged no later than the 30th day after first entry. A visa-exempt applicant generally must also apply within 30 days of their first lawful entry. A special rule applies to certain people who already hold a Hungarian residence permit and are visa-exempt. Check the individual route instead of treating the visa’s maximum validity as extra time to wait.
The initial application may be submitted through the Enter Hungary electronic platform or in person to the competent regional authority for the applicant’s accommodation. If a legal representative or legal person acts for the applicant, the authority says the application must be submitted through the online platform. Applicants still have to attend in person for a photograph, fingerprints and other biometric steps, even when the application is filed online.
For an online submission to be treated as received, the authority’s guidance also refers to payment of the administrative service fee and completion of the photograph, fingerprints and signature sample within the stated 15-day period. Keep separate records of the online submission, payment, appointment and completed in-person steps. A file sent to an adviser, a successful upload and formal receipt by the authority are different statuses.
Submit proof after the investment is completed
The current residence guidance lists two qualifying investments: at least EUR 250,000 in shares of an eligible real estate fund, or a donation of at least EUR 1,000,000 to a qualifying higher-education institution for the specified purposes. The fund route has additional requirements for the manager, the fund’s residential real-estate holdings, a minimum five-year holding period and a blocked securities sub-account. Check the conditions and evidence for the selected route against the authority’s current material.
After filing the residence application, the applicant must proactively upload proof that the declared investment has been completed through Enter Hungary; a separate request to remedy deficiencies is not required for this proof. The authority ties the evidence deadline to the validity of the guest investor visa or, for specified visa-exempt applicants, to six months from the first lawful entry. Confirm which starting point applies to the individual case and follow the formal notice and document dates.
For a fund investment, a transfer receipt does not replace confirmation of the fund shares, evidence about the eligible manager or the account-blocking document. For a donation, verify the recipient institution, purpose and evidence that the funds were received. Allocate each document to the investment provider, bank, applicant or adviser responsible for producing it; do not describe a planned investment as completed.
The administrative period is not the full journey
The authority lists a 21-day administrative period, but time spent waiting for investment evidence, missing documents or other procedural steps may be excluded. That figure is not a promised total from the first consultation to a residence card for the whole family. A permit may be valid for up to 10 years and may be extended if the requirements are met; the maximum validity does not mean permanent residence or automatic citizenship.
When a residence document arrives, check the personal details and expiry date and note any reporting duty if information used to verify the investment changes. Keep the fund-holding conditions, extension requirements and each family member’s documents on separate checklists.
A practical pre-filing check
Confirm the applicant’s nationality, current Hungarian status and visa-free eligibility; record the visa expiry date or first lawful entry date; identify who will handle the visa and who will file the residence application in Hungary; check the investment evidence, fees and in-person requirements; and retain formal receipts for each stage. If a point is unresolved, confirm it with the competent authority or an appropriately qualified professional before relying on a general timeline.

Investment costs, fund or banking charges, government fees and professional fees should be checked separately. Actual processing time and outcome depend on the authority.
