A New Passport with a German EU Blue Card: Berlin’s Transfer Procedure

A new passport does not automatically end the underlying residence permission represented by a German EU Blue Card, but the card’s reference to the old passport needs attention. Berlin’s official service page distinguishes the plastic document from the residence title and provides a transfer procedure. Check the actual permission, both passports and your main residence before choosing the authority.

Separate residence permission from the card record

Berlin explains that after a new passport is issued, the plastic card referencing the old passport is no longer valid in that form, while the underlying EU Blue Card residence title remains valid. Do not conclude that every residence right disappears with a changed passport number. Equally, do not ignore the document update or the need to establish that the residence title itself remains valid.

Record the old and new passport details, issue and expiry dates, Blue Card validity and supplementary documents. Identify any simultaneous change of name, nationality or other personal information for the authority. This is factual preparation, not a decision on every individual status. Keep complete identity documents secure and share only what is necessary for a preliminary enquiry.

Berlin’s office-routing rules are local

The service requires a main residence in Berlin and, generally, a personal appointment. Transfer at a Bürgeramt involves conditions including possession of the complete old passport and a Blue Card issued in Berlin or last transferred by a Berlin Bürgeramt. The page also specifies no more than twelve months between the old passport’s expiry and the new one’s issue, and no continuous absence from Germany exceeding twelve months.

Where those routing conditions are not met, such as a missing old passport or a card issued outside the specified Berlin arrangements, the page directs the matter to the Landesamt für Einwanderung, or LEA. These are conditions for the responsible Berlin office, not a complete statement of residence-loss rules. They should not be converted into a guarantee that any twelve-month absence is safe.

Check transfer against renewal when expiry is near

If the Blue Card has no more than six months left, Berlin recommends approaching the LEA for renewal rather than a separate transfer, to avoid unnecessary time and fees. A new passport does not itself grant an extension. Confirm the procedure and formal application arrangements before relying on a later appointment.

Keep passport expiry, residence expiry and travel dates separate. Transferring a passport reference should not be described as approval of a different job or employer. Other changes still need their own assessment; a passport-transfer procedure cannot replace every residence or employment requirement.

Prepare the documents, photo and applicable charges

Berlin lists the new and old passports, Blue Card and supplementary sheet, plus a current biometric photograph. If the old passport was stolen and reported, bring the police report. The page explains the digital-photo arrangements introduced from 1 May 2025: photographs are generally created digitally at an authority or photo studio and transmitted securely. Check the selected office’s current instructions before the appointment.

At this review, the Berlin page lists a general transfer charge of €67, nationality-specific reduced charges and a separate €6 charge for a digital photo at an on-site self-service terminal. Transfer, renewal and external photography charges are not one interchangeable quotation. Confirm the fees for your circumstances at the time of service; do not apply Berlin’s figures to every German city.

Review the documents and route before travelling

Berlin states that travel with the old passport, new passport and Blue Card is possible where the residence title remains valid and the old passport is retained, while recommending checks of the destination’s entry and exit rules. Do not apply that statement automatically if the old passport is missing, residence may have expired or other details have changed. Confirm the actual return documents with the authority.

Destination, transit and carrier document requirements still need checking. An information page is not a boarding or border-admission guarantee for every itinerary. Retain appointment and application records, then check the new document on collection. Residents elsewhere in Germany must follow their own responsible authority’s procedure rather than assuming Berlin’s offices handle every Blue Card holder.
