Can You Enter Australia While a First 417 Visa Is Processing? Check the Grant Location

3 min read

For a first Australian subclass 417 Working Holiday visa, you must apply online from outside Australia. If you have never entered Australia on a granted 417, the Migration Regulations also require you to be outside Australia when the visa is granted. If you visit on another visa while the 417 is pending, you may need to leave before a grant can be made. That location rule does not guarantee approval or a decision date.

Treat application and grant as separate checks

Home Affairs says a first 417 application must be lodged online from outside Australia. Regulation 417.411 of the current Migration Regulations sets the grant-location rule for someone who has never entered Australia holding a granted subclass 417: the applicant must be outside Australia at the time of grant. These are separate points to check.

This article concerns a first 417 only. Requirements for a second or third 417 may differ. Do not carry the first-visa rule across to a later application or assume the same process applies to a subclass 462.

If you travel on another visa while the application is pending

Before travelling, check that your current visitor or other visa remains valid, whether it permits entry, how long you may stay, and any work or study restrictions. A pending 417 application does not replace your current visa or change its conditions. Use VEVO to check an existing visa and follow messages in ImmiAccount and any instructions from Home Affairs.

If a first 417 is still being considered while you are in Australia, the grant-location rule means you must be outside Australia when it is granted. Allow time to change travel plans if needed. Leaving does not guarantee that the visa will be approved; other eligibility and evidence requirements still apply. Avoid making non-refundable work, accommodation or flight commitments based on an estimated processing time.

Keep your 417 application number, lodgement date, current visa grant notice and proposed travel dates together. If plans change, check ImmiAccount for a message or deadline that applies to your case. A booking, automated email or border movement record is not proof that the 417 has been granted. Record the lodgement date separately from your planned entry and departure dates.

Check these details before booking

  • Where you are now and whether the first 417 application has been lodged.

  • The validity, travel facility and conditions of your current visa, using your grant notice and VEVO.

  • Any request for more information in ImmiAccount and its response deadline.

  • If you plan to enter while the 417 is pending, how you will meet the offshore grant requirement and allow for a possible departure.

For a focused enquiry, have your passport country, current visa grant notice, 417 lodgement date, proposed entry and departure dates, and Home Affairs messages ready. See PremierVisa Group’s Australia Working Holiday service page for the relevant service information. Home Affairs decides the outcome and timing of each application.

Official sources and date checked

Policy checked: 21 October 2026. Home Affairs provides the first-417 application-location guidance. Regulation 417.411 in the current Migration Regulations sets the grant-location requirement for a first-time 417 holder.
