189, 190 and 491 Occupation Lists: Match Your Work and Visa Route

To check an occupation for Australia's 189, 190 or 491 visa, start with the work you actually perform, identify the appropriate occupation and assessing authority, and then check whether that occupation is eligible for the particular visa route. A familiar job title or a place on a combined occupation list is only the beginning. State nomination, family sponsorship, skills assessment and the federal visa application involve separate decisions.

What to record before searching the list

Prepare a short employment history showing each employer, dates, weekly hours, qualifications and main duties. Write the duties in ordinary language before comparing them with a classification. For example, a technology manager might manage people, budgets and delivery, perform software engineering, or combine both. Calling every such position “IT manager” can conceal the question that needs assessment.

Use records that can later be supported. An employer reference, contract and payroll history should describe the same employment. If the title changed while the responsibilities remained similar, explain the change. If the responsibilities changed materially without a title change, record the different periods. This preparation makes the occupation discussion more useful than starting with whichever code appears to attract invitations.

How to read the Home Affairs occupation search

The official combined search shows an occupation name, ANZSCO code, visa routes, list membership and assessing authority. Read the complete row and the particular stream, rather than treating every visa number shown nearby as interchangeable. The search currently distinguishes ANZSCO 2022 for subclasses 186 and 482 from ANZSCO 2013 for other skilled subclasses. Check the version relevant to your proposed application.

The list labels include MLTSSL, STSOL, ROL and CSOL. These labels are useful navigation, but the practical question is whether the specific occupation is eligible for the specific visa and stream under the current rules. A CSOL result for an employer-sponsored route does not by itself establish eligibility for a points-tested 189 application. Follow the official visa and legislative links where a distinction matters.

189 occupation checks: use the points-tested stream

This guide discusses the points-tested subclass 189 pathway. Do not substitute information about another 189 stream merely because it uses the same subclass number. Confirm that the official occupation entry supports the points-tested route and identify the assessment required. Then review the other eligibility and invitation requirements separately. The occupation check cannot answer the complete application on its own.

Create a 189 line in your comparison sheet: proposed occupation, code and version, assessment authority, assessment status, English evidence, supported points and unresolved questions. Mark anything that is still an assumption. If an occupation does not support the proposed route, stop presenting that route as ready while investigating appropriate alternatives. Choosing a different occupation requires a genuine match to the applicant's background, not a cosmetic rewrite of the résumé.

190 occupation checks: federal eligibility and state selection

For subclass 190, record the federal occupation check and the proposed nominating state's current requirements in separate columns. A state may have its own selection process, occupational priorities and evidence requirements. Finding the occupation in a federal search does not establish that the state is currently inviting that applicant profile. An invitation to a nomination process also needs to be distinguished from the later federal visa invitation.

Read the chosen state's official migration page for the relevant program year and applicant location. Record whether a registration of interest or separate nomination application is required and which facts must already be established. If the program is closed or a category is unavailable, describe that position accurately. Do not convert a previous year's successful case into evidence that the same option is open today.

491 occupation checks: state nomination and family sponsorship

Check the 491 state-nominated and family-sponsored routes separately. Do not assume that an occupation accepted for one route is automatically accepted for the other. For a state route, examine the relevant nomination criteria. For a family route, review the proposed sponsor and the applicable eligibility requirements rather than treating the existence of a relative in Australia as sufficient.

Keep location planning distinct from occupation eligibility. A regional postcode, a potential job and a family connection answer different questions. Write down which person would nominate or sponsor, what supporting records exist and what remains uncertain. If a consultant proposes switching from one 491 route to another, ask them to identify the changes needed in the occupation, sponsor and evidence review.

Occupation matching is about substantive duties

An internal job title can be broader or narrower than a migration occupation. Compare the substance of the work: technical tasks, management responsibility, independence, clients, outputs and required training. Avoid copying an entire classification into an employer letter if it does not describe what the person actually did. A convincing file connects genuine duties to contemporaneous evidence.

Consider an illustrative applicant whose title is “business consultant”. The file might show financial analysis, management consulting, software implementation or sales. Those activities should not be treated as one occupation without investigation. The appropriate next step is to examine the actual work and the relevant authority's criteria. It is not to select whichever label appears to have the lowest invitation score.

A skills assessment and professional registration are different

Identify the assessing authority shown for the occupation and read that authority's own instructions. Record the assessment purpose, qualification requirements, employment evidence, fees and expected preparation tasks. A general migration assessment, an assessment for another visa and professional registration may involve different requirements. Do not assume that one approval automatically answers all three questions.

Where professional registration is relevant to working in Australia, examine that issue separately. A positive migration assessment does not itself create a job offer or establish every workplace licence. Ask which document is needed for the migration stage and which is needed before practising. This separation helps applicants budget for genuine requirements without buying unrelated assessments.

Qualifications and employment need a dated explanation

Gather the award certificate, transcript and any evidence needed to explain the course. List employment periods without rounding dates or silently treating part-time work as full-time. Where the assessment authority distinguishes employment before and after qualification, show the chronology clearly. Use the authority's actual decision and instructions rather than assuming every period on the résumé will be recognised in the same way.

If the applicant worked for several entities in one group, identify the legal employer, location and role for each period. Explain secondments or payroll changes rather than merging them into a single unsupported statement. Keep a record of missing evidence and possible genuine substitutes for professional review. Never manufacture payroll, references or duties to improve the apparent match.

Employment assessment does not settle every points claim

After receiving an assessment, read what it actually concludes. An authority may recognise an occupation while making specific observations about qualifications or employment. Do not convert the phrase “positive assessment” into an assumption that every claimed year of work is accepted for every points purpose. Have the proposed points calculation checked against the relevant visa rules and actual evidence.

Use a reconciliation sheet with the employment period, occupation, hours, evidence and proposed treatment. Keep the assessment result beside the sheet. If the proposed EOI claim differs from the assessment chronology, identify the reason and obtain advice before relying on it. A transparent explanation is more useful than a high total that cannot later be supported.

How to compare plausible occupations without manipulating the file

Some careers genuinely overlap classifications. Compare each plausible occupation against the same underlying evidence, including duties that do not fit. Note the assessment requirements and route availability for each option. A professional can then explain which approach is supported and what additional evidence is needed. Keep the actual career history fixed while evaluating the classification.

Do not rewrite past work differently for each authority without an accurate explanation. Contradictory applications can create problems beyond the immediate assessment. If an earlier application used a different occupation, disclose that history to the adviser and examine why the current analysis differs. A real promotion, new qualification or changed responsibilities should be described with dates and evidence.

Maintain a shortlist rather than a promise of invitation

A useful shortlist can show 189, 190 and 491 as separate options, with each option marked eligible for further investigation, unsupported or awaiting evidence. Include nomination availability and family circumstances. Do not label every technically possible route “guaranteed” or treat an occupation shortage as a personal invitation commitment. A shortage description is not a decision on an individual application.

Rank the next tasks by dependency. If occupation matching remains unresolved, commissioning several unrelated services may be premature. If the assessment is clear but state evidence is missing, focus on that gap. If the proposed pathway conflicts with the family's location plans, discuss the conflict before presenting a regional route as an easy substitute for permanent residence.

What to do when occupation information changes

Keep a dated copy or note of the official material used for a decision, together with the visa and stream. If a list or classification changes, identify the application stage and seek advice about the effect on that particular case. A saved screenshot explains an earlier decision; it does not automatically establish the current legal position.

Recheck before material commitments and at the stage required by the relevant rules. Existing visa holders, pending applicants and people preparing a new EOI may face different questions. Avoid a blanket instruction to withdraw, restart or ignore a change. Begin with the person's actual records and the current official transition information.

A practical occupation review sheet

For each proposed occupation, put the following information on one review sheet. Include the job history relied upon, the classification and version, the assessment authority, the visa and stream shown in the official search, the proposed nomination or sponsorship route, and the evidence gaps. Add a source-check date and the person responsible for resolving each gap. Keep the conclusion proportionate: an initial match is a reason to investigate, not a completed assessment. Before proceeding, reconcile the chosen occupation with every document and earlier application that will form part of the file.

Frequently asked occupation-list questions

Does an occupation on the combined list qualify for every skilled visa?

No. Check the visa and stream shown for that occupation, the relevant classification version and the other eligibility requirements. For state-nominated options, investigate the state's current selection criteria as well.

Can I use my preferred job title instead of the assessment occupation?

An internal title should be explained accurately. The migration occupation needs to be supported by the actual work and the relevant assessment requirements. Renaming a position does not change its substance.

Should I complete an assessment before choosing a state?

Check the dependencies in both processes before spending money. The appropriate sequence depends on the occupation, assessment requirements and proposed nomination route. Establish a supported plan rather than purchasing assessments solely because another applicant used them.

What should I bring to an initial occupation review?

Provide a factual résumé, qualification details, employment chronology, a summary of genuine duties and any prior assessment or migration decisions. Identify the proposed route and family location needs. Send detailed identity and employment records privately after agreeing the review scope.
