189, 190 and 491 English Requirements: IELTS, PTE and Points

8 min read

For points-tested Australian skilled migration, distinguish the English level needed for eligibility from the higher level claimed for points. Competent English, proficient English and superior English are different standards. For IELTS and PTE Academic, check each component and the test date before using a result in a 189, 190 or 491 plan. An overall score is not a substitute for the required component scores.

English eligibility and English points are separate

The English component of the skilled points test awards 10 points for proficient English and 20 for superior English. Competent English does not add English points. Establish the supported level first, then include the appropriate claim in the complete points calculation. A higher language score does not remove occupation, assessment, invitation or other visa requirements.

This guide concerns the points-tested 189 pathway, subclass 190 and subclass 491. It does not apply the same score automatically to employer-sponsored visas, student visas or every dependent family member. If someone recommends a test, ask which person, visa requirement and points claim the result is intended to support. That question prevents spending money on the wrong target.

IELTS and PTE scores for tests from 7 August 2025

The following comparison uses the Home Affairs English-level pages checked on 1 November 2026. The component order is listening, reading, writing and speaking. Check the official page for other approved tests and the current instructions for your visa.

The IELTS comparison concerns approved Academic or General Training results. For PTE, the uneven component thresholds matter: do not use an old “same number in every section” rule for a new test. Read the actual result report rather than relying on a test-centre summary or a social-media score conversion.

Which score table applies to an older result?

Home Affairs separates tests taken on or after 7 August 2025 from tests taken on or before 6 August 2025. Locate the table matching the actual test date. Older results may remain usable within the relevant rules; they are not automatically invalid simply because the score tables changed. Equally, a new test should not be judged using the old PTE thresholds.

Keep a copy of the result, test date and official table used in the review. If several results exist, label them separately. Do not silently transfer the scores from one sitting into another row or remove a weaker component. A professional reviewing the file should be able to identify which complete result supports the proposed English level.

A practical example: why an overall PTE score can mislead

Consider an illustrative post-change PTE result with listening 75, reading 78, writing 85 and speaking 86. The speaking result is below the published superior threshold of 88. The overall score does not repair that gap. The file should be checked against the complete component requirements before 20 English points are claimed.

This example is a score-reading exercise, not a decision on an individual's visa. The next question is whether the actual result supports another English level and what the rest of the points calculation shows. If a retest is being considered, compare its cost and preparation time with the genuine gap. Do not claim superior English now because the applicant expects to achieve it later.

189 English requirements: use the points-tested pathway

For a proposed points-tested 189 application, record the English evidence alongside the occupation, assessment and points review. Keep the minimum eligibility question separate from the proposed invitation score. If the route being discussed is a different 189 stream, open that stream's official instructions instead of assuming this comparison answers it.

Before an EOI is finalised, identify which English result or permitted evidence is being relied on. Check whether the claimed level is supported at the required stage. A high total in a planning spreadsheet is not evidence of a valid language result. Where timing or retake acceptance is uncertain, resolve that question before treating the points claim as ready.

190 English requirements: add the nomination review

For subclass 190, review the federal English requirement and the relevant state's nomination criteria separately. The federal comparison does not promise selection by a state. A state's current program may have selection factors or evidence instructions that need a further check. Record the program year, applicant circumstances and official page used in that review.

If a state invites an application, read its actual evidence deadline and requirements. Do not assume an English result that was useful for an earlier planning exercise automatically satisfies every later stage. Tell the adviser when a new test is taken and retain both reports. Changes to a nomination file and changes to an EOI may require separate attention.

491 English requirements: identify the route

For subclass 491, identify whether the proposed application involves state nomination or eligible family sponsorship. Review English evidence within that route and the complete federal eligibility assessment. A relative's willingness to sponsor does not supply the applicant's language evidence. A state nomination opportunity does not remove the need for supported points.

Keep the later 191 pathway separate. A discussion about English for a future permanent-residence application should not be substituted for the English evidence needed for the present 491 plan. Write the visa, applicant and stage next to every test recommendation so the family understands why a result is being requested.

Passport-based competent English is a specific route

The Home Affairs competent-English page provides an evidence route for citizens holding valid passports issued by Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States. Check the actual citizenship and passport against the rule. Living in an English-speaking country or using English at work is not the same evidence.

Do not turn competent-English evidence into an automatic claim for proficient or superior points. Ask which standard is established and whether a test would be needed for the higher claim. A person may satisfy the minimum question while still needing to decide whether additional English points are achievable and relevant to the overall plan.

Test timing: record the milestone, not only the report expiry

English evidence has to be checked against the applicable visa timing requirements, including the relevant invitation stage for points-tested skilled migration. The general English pages also direct readers to the visa subclass. Do not rely solely on a provider's statement about report validity or count forward from the day an adviser opened the file.

Build a dated record: sitting date, result date, EOI claim, invitation if any, intended lodgement and any relevant expiry issue. Ask the reviewer to identify which rule is being applied at each milestone. If a result will become too old while the person waits, plan a review rather than assuming an earlier EOI submission freezes its validity indefinitely.

One Skill Retake and test variants need a separate check

Home Affairs refers to IELTS One Skill Retake acceptance for eligible visas and tells applicants to check the relevant visa page. Do that before booking or relying on a retake. A provider offering a product does not establish that every migration use is accepted. Keep the complete result documentation and the specific acceptance instructions with the file.

The same discipline applies to other tests and versions. Use the exact approved test and delivery method, not a similarly named practice product. If a test has registration conditions for Australian visa use, complete the correct process before sitting it. Where the product or mode is uncertain, obtain confirmation from the official instructions before paying.

Choose a preparation target from the actual evidence gap

Compare the current supported level with the proposed level component by component. A candidate missing one writing threshold needs a different preparation discussion from someone below several minimums. Work with a competent language teacher on an achievable study plan, practice feedback and a realistic sitting date. Migration planning should not promise a test score on the teacher's behalf.

Set a review date before the next expensive commitment. If the target is not achieved, revisit the points calculation and pathway options honestly. Do not keep an unsupported points total in circulation because it appeared in an earlier proposal. A changed result may affect the plan, and the household should understand that before relying on a nomination or relocation forecast.

Keep one accurate result register for the household

Create a separate entry for the main applicant and each family member whose English evidence matters. Record the intended purpose: principal eligibility, points, partner-related claim or another requirement. Avoid assuming that the principal applicant's level answers every dependent requirement. Share detailed reports privately with the person responsible for the application.

Include name and passport consistency, test identifier, sitting date, component scores and the official level being claimed. If a name or identity detail differs, investigate it before submission. Do not alter a result document to make the file look consistent. Keep genuine corrections and provider correspondence available for the reviewer.

What to ask in an English-and-points review

Ask the adviser to show the supported English level, the resulting English points and the remaining assumptions in the total. Request an explanation of any passport route, older test table or retake relied upon. A useful answer connects the claim to actual evidence and dates, rather than only announcing a headline score.

Review the rest of the application at the same time. Additional English points cannot cure an unsuitable occupation assessment or establish a state invitation. If improving English is recommended as the next step, ask why it is the priority and which decision depends on it. That makes the study budget part of an evidence-based migration plan.

Read the score report in a consistent order

Use listening, reading, writing and speaking as the column order in the review sheet, and label the order explicitly. Some summaries display speaking before writing; a correctly copied number can still be put under the wrong heading. Transcribe directly from the actual report, compare each labelled component with the official table, and have the final claim checked. Retain the complete report with its identifier rather than only a cropped screenshot. This simple control helps prevent an administrative copying mistake from becoming an unsupported EOI claim.

Frequently asked English-test questions

Does IELTS overall 7 establish proficient English?

Check every component. The comparison requires at least 7 in each component; an overall 7 alone does not show that requirement is met.

Is PTE 79 in every component still the universal superior rule?

No. Match the test date to the official table. For tests from 7 August 2025, the superior thresholds differ by component, including writing 85 and speaking 88.

Can an English-medium degree automatically replace the listed evidence?

Do not assume so. Check the actual visa and English-level evidence rules. A course taught in English is not automatically the same as an accepted test or the specified passport evidence.

Will 20 English points guarantee an invitation?

No. English is one part of the complete assessment. Selection and the eventual decision depend on the relevant process and supported circumstances.

Discuss your next step with PremierVisa Group

For an initial English-language enquiry, tell our Hong Kong team your current location, proposed visa route, family members and the decision you need to make. Identify the occupation, important dates and any prior assessment or invitation. A factual summary helps establish the appropriate scope before detailed records are requested.
