Focus on the Regional Provisional stream
Home Affairs currently requires an eligible subclass 491 or 494 visa held for at least three years, compliance with its conditions, and Australian Taxation Office notices of assessment for three income years out of the five years of the eligible visa. There is no minimum income requirement. Health, character and other applicable requirements must also be met. This page concerns the Regional Provisional stream.
What to prepare for your consultation
Have your visa grant and conditions, grant date, residential history, work or study history and available ATO notices of assessment ready. Note any changes in employer, address, family composition or periods outside Australia. Begin the enquiry with a summary; sensitive records can be requested later through an agreed channel.
Review the evidence before the application
A useful consultation checks the chronology, identifies the records available and highlights questions that require further assessment. A payslip, tax return and ATO notice of assessment are different documents. Tell your adviser which records you actually hold instead of assuming one substitutes for another.
A transition requires a separate decision
A 491 or 494 grant is not a 191 approval. Reaching a date on a calendar alone does not establish eligibility. Discuss your visa conditions and any unusual circumstances before planning an application. If your current permission is nearing expiry, raise that at the start of the consultation.

Is 191 automatic after three years? No, an application and the relevant requirements still apply. Is there a minimum income threshold? Home Affairs currently says there is no minimum income requirement for this stream, but the specified ATO records remain required. Does regional residence alone qualify me? No. Visa history, compliance and the other requirements must be assessed.
